First that our trustee and the former Duke Yardistan Jacobus is hereby named Count Florencia UNLESS he opposes on understandable grounds.
Second that in the case in which Count Jacobus opposes his appointment to Florencia he is given permission to rename said County.
Third that if Count Jacobus does not wish to rename the County he has been assigned he is hereby named Count Yardistan until such a time as Nick the Yardistani returns, at which point this issue shall be reconsidered.
