Kezan, also known as the County Palatine of Kezan is an Imperial Domain of Shireroth, consisting of two islands, Elutherios and Akis, as well as a number of islets, sandbars, and artificial structures going 24 nautical miles outward from the coastline of the two main islands.

Kezan is under the perpetual rule of House Octavius, in accordance with Imperial Decrees 637 and 658.

History of the Islands

Before Antica (First through Fourth Ages)

The Islands of Eleutherios and Akis have an extensive history, beginning as an island just outside of the southern frontier of the United Baronies of Treesia. During the Third Era it fell under the control of a succession of states: the Empire of Shenzhou, the Republic of Kappitolya, the Nation of Alteria (who became a member of the Grand Commonwealth), the Empire of Norona. During the Fourth Age, Elutherios and Akis remained under Norona, which had become the Holzer Empire before contracting and joining the Bovic Empire of Natopia as Holzborg.

Antican Military Installation Kezan

During the Fifth Age, Eleutherios and Akis came under Antican rule.

The Second Antican Republic established control over the island, which had long fallen out of control of Natopia, in order to act as a forward position against Shireroth during the Shireroth-Elwynn conflict.

The Anticans gave the islands their modern names and established a military base, OOB Kezan, named in honor of Operation Light Blue Octopus, in the western part of Eleutherios. Some Antican civilians settled in the southeastern part of Eleutherios and founded a town named Idassa. For the most part, however, the islands were left to its indigenous inhabitants, a network of farming and fishing villages of Holzer extract.

In 4915 ASC, the Second Antican Republic abruptly collapsed when a series of nuclear detonations wiped out much of the power grid of its core territory, followed by a widespread hijacking of the frontier drone force. A large percentage of the Antican population perished or fled. The territory of Kaikias-Overseas attempted to maintain control over Kaikias and the outlying regions and became a protectorate of the Elwynnese Union, then a protectorate of Aryasht, a fellow Antican successor state, which was in turn absorbed by Shireroth.

By the end of the Fifth Age, the drones made it to Kaikias itself, leading to a final battle which eliminated the last vestiges of stability there.

Founding of the County Palatine

A. Oqtavion, an Antican Elwynnese citizen, rose to the position of Kaiser as Kaiser Aiomide in 5089 ASC, inheriting imperial descent through Kalir on the maternal side. Following a break with the Elwynnese leadership, Aiomide re-established House Octavius and, alienated from Elwynn, sought to establish a new seat for this "new" noble house.

With Imperial Decree 638, the first steps were taken to re-establish a genetic pool from which House Octavius would grow out from. With Imperial Decree 637, the islands of Eleutherios and Akis were reorganized into the County Palatine of Kezan. Late in Aiomide's reign, Stormark invaded Kaikias; a group of Kaikian refugees fled to Kezan under the promise that House Octavius would uphold the traditional Antican rights. Once Aiomide left the mortal plane, House Octavius passed on naming a successor, choosing instead to invest its attention in its new home in Kezan and its new subjects.
