AYREON IV, by the Kharenah of Zurvan, Qaisar Sathratiye, who, by this Imperial Decree, gives unto his subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.

IMPERIAL DECREE 943: Imperial Duchy of Brookshire

The Kaiser, as ruler of this Imperial Republic, only enjoys zir ancient autocratic prerogative within the Dominions of Shireroth. And some of those Dominions are the personal domain of the most trusted and loyal Shirerithians. Aside from Shirekeep and the Skyla Islands, the Kaiser has few locations to rule as Kaisers are meant to, with absolute and divinely ordained control.

Therefore, I do hereby separate several eastern subdivisions from the Dominion of Lichbrook: Overdolor, Monty Crisco, Kralizec, and Musica. The two islands of Ž and Azarea are also separated from Lichbrook.

Overdolor, Monty Crisco, Kralizec, Musica, Ž, Azarea, and the Skyla Islands are reincorporated into an Imperial Dominion, to be known as the Imperial Duchy of Brookshire, ruled directly by the Kaiser.

The Imperial Duchy of Brookshire will serve as the Kaiser's 'personal imperial state' to be used by the Kaiser and the Imperial Household to enrich, expand, and enlarge the power, wealth, prestige, and glory of the Kaisership.

The Kaiser may appoint a Governor to administer Brookshire. The Prefect of Shirekeep shall have the same rights and responsibilities over the Skyla Islands as that office has over the City of Shirekeep.

Altea Lomax is appointed as the first Governor of Brookshire.

The title "Duke of Brookshire" is added to the Kaiser's titles. The Kaiser may also grant this title to zir heir.

IN WITNESS OF THE SUBLIME MAGNIFICENCE OF OUR LORD THE RADIANT SUN WHEREOF
We have caused the Seal of the Steward to be affixed to this Decree which We have signed with Our Hand.
Given at the Keep this 10th Day of Laemill in the year after the death of Norton one thousand six hundred and fifty.
