Daniyal Sikander Dravot, Steward of the Imperial Republic of Shireroth, renders one thousand salaams in the name of:

NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, who, by this Imperial Decree, gives unto her subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.

IMPERIAL DECREE 880: Kildari Independence

We give notice that the following declaration concerning the independence of Kildare shall be given at Port Nevermore once it is possession of the Allied Forces:




Article 1: The Apollonian State of Kildare
By this instrument is declared the sovereign and independent state of Kildare, taking back its rightful place in the history of Shireroth and Micras, shall from henceforth be known as the Apollonian State of Kildare (ASK). The nation may in official communications and legal documents be referred to by alternative names such as "Apollonia", "Kildare" and "Eastern Empire".

Article 2: Free Association
The Apollonian State of Kildare (hereafter "Kildare") and the Imperial Republic of Shireroth (hereafter "Shireroth") hereby enter into a state of free and voluntary association. Kildare shall remain a sovereign state in personal union with the Imperial Republic of Shireroth, and acknowledges the Kaiseress of Shireroth (hereafter "the Kaiseress") as Head of State, with the Imperial Titles of "Empress of Kildare" and "Kaiseress in Kildare", and delegates foreign and external defense responsibilities to the Imperial Government of Shireroth.

Article 3: The Seanascal
The Kaiseress shall be represented in Apollonia by a Seanascal who shall be appointed at the advice of the Landsraad.

Article 4: The Dutch(ess)
The moderative power of Kildare is vested in the Dutch. The first Dutchess of Kildare shall be Aurelia Myksos and she shall serve until zir resignation or death. Zir successors in the office of Dutch throughout time shall be appointed by the State Council in accordance with Kildari law and custom. The Dutch shall have veto power over legislation as well as the right to request formal negotiations for the end to the personal Union.

Article 5: The State Council
The executive power of Kildare is vested in the State Council. The State Council shall comprise of the Dutch, the Seanascal and the Kaiseress, who shall serve as president of the State Council.

Article 6: Provinces
Kildare shall consist of Provinces ruled by Governors appointed by Her Imperial Magnificence the Kaiseress. The aforesaid Governors shall chosen from among the Kildari nobility.

Article 7: Counties
The Provinces shall be divided into Counties, governed by nobles. Each County Noble shall receive a seat in the Seanad, the legislature of Kildare.

Article 8: Appointment of New Nobility
New nobility can be appointed by the grace of Her Imperial Magnificence the Kaiseress, on the advice of the Seanad.

Article 9: The MCS Map
On the MCS map Kildare shall retain its own colour, and shall be marked in the legenda of the map as "ASK [Shireroth]".

Article 10: The Kildari Forum
The Kildari forum shall be given top level status on par with that of an Imperial State within the Shirithian forum. The administration and organisation of these forums shall be the responsibility of the Dutch.

Article 11: Concerning Citizenship
A citizen of Kildare shall not be automatically a citizen of Shireroth. The citizenships shall remain separate.

Article 12: Regarding Citizenship Restrictions
Kildari citizenship shall not count toward any citizenship restriction that may from time to time be enacted in Shireroth.

Article 13: On Shirerithian Law in Kildare
Kaiseral Decrees intended to have full force and effect in Kildare, that do not concern foreign affairs or external defence, must be made in accordance with the advice of the State Council. Acts of the Landsraad, except for those concerning foreign affairs and external defence responsibilities shall be without effect within Kildare except by allowance of the State Council.

Article 14: Auxiliary Regiments
Kildare may maintain self-defence and security forces as locally raised regiments under the joint authority of the Imperial Constabulary and the Corps of Auxiliaries, but may not declare war without the authorisation of an Imperial Decree issued by the Kaiseress. The main purpose of the aforesaid Auxiliary Regiments shall be keeping the peace within the borders of Kildare.

Article 15: The Seanad
The Seanad shall act as domestic legislature and court of final appeal in criminal and civil cases in Kildare, acting in accordance with local law. It shall determine its own procedures and rules of order.

Article 16: Kildare's Internal Autonomy
The autonomy of Kildare in all internal matters is guaranteed by the Imperial Government of Shireroth. Kildare shall consult with the Imperial Government of Shireroth on matters of common concern.

Article 17: Jonas Win'Eth
The final status and rehabilitation of Jonas Win'Eth shall be determined by a majority vote of the State Council.

Article 18: Suppression of Jingdao
To suppress Jingdao, the following shall be prohibited in Kildare:

a. The office of Heavenly Light and the person associated with it
b. Veneration of the Heavenly Light
c. Jingbuism
d. Catologism
e. Monasticism
f. The Two-headed Eagle symbol
g. Imperial white tea
h. Safir wings with cabbage
i. The Holy Ginseng Tree
j. Jingdaoese ethnic heritage
k. Jingdaoese cultural heritage
l. Aryan ethnic heritage
m. Aryan cultural heritage
n. Membership of the Jingdaoese Imperial Household
o. Membership of the Grand Holy Order of the Temple of Cato
p. Membership of the Tegong
q. Membership of the Young Wandering Society

Any person found in violation of these prohibitions shall forfeit citizenship rights in Kildare and may either be reduced to servitude or expelled to South Island. Any person returning from South Island may be put to death.

Article 19: Norfolk Isles
The Norfolk Isles shall be granted independence from Kildare under the rule of the National Republican Party of Norfolk and Franklin Ross. The Norfolk Isles may form a union with the Kingdom of Brettania if both parties are amenable.

Article 20: Territorial Compensation
The non-Apollonian territories of Jingdao shall be separated from Kildare and awarded to Alexandria, Constancia, Natopia and Shireroth as territorial compensation for the cost and inconvenience occasioned by the war.

Article 21: Evacuations
All Jingdaoese territories on Apollonia outside the confines of historic Kildare shall be denuded of their population and evacuated.

Article 22: Gong
The island of Gong shall be entirely depopulated and transformed into a nature reserve.




Further decrees concerning the status of Kildare may be given as the situation necessitates.

IN WITNESS OF THE SUBLIME MAGNIFICENCE OF OUR LADY THE RADIANT SUN WHEREOF We have caused the Seal of the Steward to be affixed to this Decree which We have signed with Our Hand. Given at the Keep this Twenty-first day of Gevraquun in the year after the death of Norton one thousand six hundred and forty-seven.
