IMPERIAL DECREE 835: Nuclear Test Ban & Compensation


Dominus Thorgils Tarjeisson Ettlingar Verion, by the weaving of the Norns, Kaiser, Arandur of Alalehzamin and Utasia and Count of Ran, to his subjects and retainers, greetings, and unto the Gods of Shireroth undying and unthinking obsequience.

Know that we, in the name of all the Rightly-Guided Incarnations of the Holy Wisdom of the Ultimate Oneness of the Cosmos, have in the first place granted to the Highest Divinity, this Ordinance which is confirmed for us and our heirs forever.

1. For the next ten years Ab Nortone, the surface testing of atomic weapons and thermonuclear devices shall be prohibited within the Imperial Republic of Shireroth. This commits the Imperial Republic to:

a. The prohibition of nuclear weapons tests or other nuclear explosions under water, in the atmosphere, or in outer space, excepting underground nuclear tests where no radioactive debris falls outside the boundaries of the Imperial Republic;

b. To work, in concert with other nations, towards complete disarmament, an end to the armaments race, and an end to the contamination of the environment by radioactive substances.

2. 1.5 billion Erb will be paid into an escrowl account for the purposes of funding decontamination, remediation and the payment of compensation where the ill-health and or death of the claimant is proven to be directly attributable to the Ura'Bos weapons tests (Operation Tymarian Dawn):

a. The escrowl account shall be placed in the care of the Secretary for Foreign Affairs and Chamberlain of the Court of the Calm Waters of the Bovic Empire of the Natopian Nation to oversee and authorise disbursement payments;

b. The comes sacrarum largitionum is instructed to collect seven hundred and fifty million Erb from the accountants of the general tribute, the counts of the bounties and the counts of the markets in all the Imperial Dominions, with the remaining seven hundred and fifty million Erb to be drawn from the bureau of fixed taxes.

1. The comes sacrarum largitionum may raise additional revenues to cover the cost of this exaction.
