HARTMUT ALDRIC, Regent of the Imperial Republic of Shireroth, Count of Elsyran, acting upon the recommendation of the Steward and the Imperial Advisory Council, gives praise to the gods of the many Shirerithian Peoples in the name of:

AYREON IV, by the Kharenah of Zurvan, Qaisar-e Sathratiye, who, by this Imperial Decree, gives unto his subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.


Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever -


IMPERIAL DECREE 1009: Creation of Lieutenants

  1. The Golden Mango Throne shall appoint qualified officials as Lieutenants to every census division within the Imperial States and Imperial Dominions.
  2. Qualifications for the Office of Lieutenant are as follows:
    1. Residency within the appointed jurisdiction in excess of two years except in the case of new territories;
    2. Experience in government, either as part of a deliberative body, a member of the executive, or within the civil service, in excess of two years;
    3. Sworn loyalty to the Golden Mango Throne.
  3. The Office of Lieutenant shall be invested with the following duties:
    1. Permanent Representative of the Golden Mango Throne to the appointed jurisdiction;
    2. Observation over the local implementation of Imperial Law and Policies;
    3. Directing Authority over Imperial Estates and Civilian Services located within the appointed jurisdiction;
    4. Regular reports to the Golden Mango Throne concerning activities within and prosperity of the appointed jurisdiction;
    5. Identify well-qualified candidates from their jurisdiction to the Golden Mango Throne for Imperial Service;
    6. Counsel to the local governing authority on Imperial matters;
    7. Temporary Direct Governance for non-state jurisdictions whose leadership is incapacitated, missing, or dead.
  4. Lieutenant may not delegate these duties to another.
  5. Lieutenant shall receive a dignity equivalent to one step below the local governing authority of the jurisdiction for the duration of the appointment and be addressed as "Lord Lieutenant".
  6. Lieutenant shall be styled as "Lieutenant for the Golden Mango Throne to" followed by the appointed census division.
  7. A Lieutenant serves at the pleasure of the Golden Mango Throne.

IN WITNESS OF THE SUBLIME MAGNIFICENCE OF OUR LORD THE RADIANT SUN WHEREOF We have caused the Seal of Our Regency to be affixed to this Decree which We have signed with Our Hand.
