The DecreeBook was first established by Kaiser Raynor XI to help organize and consolidate Imperial Decrees. The DecreeBook went through a massive reduction under the reign of Kaiser Hasan I, moving much of the law into the Lawbook.

Chapter I: Legal Clarifications

A. Statements of the Kaiser

1. Decrees

a. An Imperial Decree is an official written statement from the Kaiser that establishes permanent law and is recorded in the DecreeBook.
b. The Kaiser may use Imperial Decrees in any manner zie wishes.
c. Imperial Decrees are legally binding.

2. Proclamations

a. Imperial Proclamations are official statements of opinion from the Kaiser.
b. Imperial Proclamations are not legally binding.
c. Imperial Proclamations do not establish law.

3. Orders

a. Imperial Orders are written or verbal commands issued from the Kaiser to a citizen(s) of Shireroth.
b. Imperial Orders are legally binding.
c. Imperial Orders do not establish law.
d. Imperial Orders can be used to appoint officials, nobles or bestow honors, as well as any other action by the Kaiser that does not establish permanent law.

4. One Time Events

a. Statements that establish a ministry, subdivisions, appoint a minister, declare war, create a treaty or have no long term effects on written law shall be known as One Time Events.
b. The Landsraad may make law contradicting One Time Events after the Order has been given.

Chapter II: The Kaiser

A: Succession of the Throne

1: Heir

a. If the former Kaiser has appointed an heir, either by order or by an unequivocal statement of intent, the throne passes to that heir.

2: Line of Succession

a. If the former Kaiser has not appointed an heir, the throne passes to one of the Houses of the Land in the following order.
i. The house with the largest active population.
ii. The house with the largest number of counties under its jurisdiction.
iii. The house with the highest granted, inheritable title.
iv. The house with the most inheritable titles held by its members.
b. If a single house cannot be determined from this process the Landsraad must decide from amongst the remaining houses.
c. Once the Kaisership has been granted to a particular house, that house may decide which of its members shall become Kaiser, by any means they choose.
d. If a house has no available individual, no individual eligible for the Kaisership, or declines the throne, then the Kaisership shall pass to the next eligible house based on the previous provisions.
e. A house has 4 days to choose from amongst its members who shall be Kaiser before the Kaisership will pass to the next eligible house.
f. The succession of the throne shall be overseen by the Arbiter of the Imperial Judex, in consultation with the Landraad and Imperial Advisory Council..
g. Until a Kaiser is crowned, the Steward shall maintain the functions of government.

3: Steward

a. If no Kaiser can be crowned using the rules for Succession, the throne passes to the Steward.
b. If no Steward is currently appointed, the Landsraad must immediately elect one.
c. The Steward may be a Dual Citizen if there is a Kaiser on the throne.
d. The Steward does not become Kaiser upon taking the throne, but merely rules in the place of a Kaiser until one is found.

4: Claims to the Throne

a. If no one in the Line of Succession is able or willing to take the throne, the Steward either does not exist or is unable or unwilling to take the throne, and the Landsraad is unable to elect a Steward, then any citizen past their period of minority may take the throne if they can convince the nation to acknowledge their claim.

5: Kaiserial Absence

a. If the Kaiser is absent for over two weeks, with absence being defined as failure to post to Shireroth or answer any queries, such as email, telephone, or IM about zir status, and has not declared a reason for zir absence such as LOA or vacation, the Kaiser is officially declared dead by Shirerithian law, and the succession process shall take place in the same manner as if the Kaiser had officially abdicated.
b. If there is no Kaiser, and a Steward is ruling Shireroth, then after two weeks of absence, the Steward will be officially declared dead by Shirerithian law and the Landsraad will have the right and duty to choose a new Steward.
c. If the Kaiser or Steward later returns, zie will not automatically regain zir position.

B: States of Emergency

1: Definition

a. A State of Emergency shall exist if the nation of Shireroth comes under attack by a foreign power, terrorist organization or malicious rebellion of citizens.
b. If the State of Emergency is the Kaiser, we are all screwed.

2: Rules of Succession

a. During a State of Emergency, the Chain of Command shall be used to determine who is in command of military forces.
b. Command shall fall to the highest listed member of the Chain of Command.
c. Should a higher member on the Chain of Command not be available, the next lowest member of the Chain of Command shall take Command.
d. Once a higher member in the Chain of Command is available, command shall transfer to them.

3. Chain of Command

a. The Chain of Command of the Imperial Republic of Shireroth shall be as follows:
1. Kaiser of Shireroth.
2. Steward of Shireroth.
3. Minister of Military Affairs.
4. Minister of the Exterior.
5. Minister of the Interior.
6. Prætor of Shireroth.
7. Highest available military officer.
8. First available minister.

C: Imperial Advisory Council

1: Purpose

a. To advise the Kaiser on zir actions.
b. To suggest possible actions the Kaiser might wish to take.
c. To inform the Kaiser of matters within the realms of Shireroth, which the Kaiser may have otherwise not have known about.
d. To recommend to the Kaiser the awarding of honors to worthy citizens, and to perform any other function assigned to it by the Kaiser.

D: Economy

1. The Crown Account

a. The Crown Account may not be drawn upon by the Kaiser for personal use.

Chapter III: Ministries

A: General Provisions

1: Accountability

a. The Ministers of Shireroth are answerable to the Kaiser directly.
b. The Ministers of Shireroth are vested with their powers by the Kaiser.

2: Creation and Destruction

a. The Kaiser and the Landsraad may both appoint and dismiss ministers at will; and create and destroy ministries at will.

3: Jurisdiction

a. Ministers have complete control of affairs that fall under the jurisdiction of their Ministry.

B: Requirements

1: Citizenship

a. A Minister of Shireroth must be a citizen of Shireroth.
b. A Minister of Shireroth shall not be a minor as defined by the Ministry of Immigration and Naturalization.


Chapter IV: Honors and Awards

A: Definitions

1: Types of Honors

a. Shireroth will have two types of honors: awards and knighthoods.
b. Awards will generally be given for achievement in specific areas, and knighthoods for general excellence.

2: Bestowment

a. All honors will be given by the Kaiser, although the Landsraad may vote to give a recommendation to the Kaiser on who should receive an honor.
b. The Kaiser may, if zie wishes, give the Landsraad the power to bestow certain awards upon individuals.
c. All honors bestowed shall be recorded in the "Roll of Honor", recording the name of the recipient, the year of the bestowment (in ASC), as well as a reason for the bestowment, when applicable.

B: Awards

1: Celestis Award

a. The Celestis Award is given for recruitment of new citizens to Shireroth.
b. The Landsraad may bestow this award.

2: Gold Sword

a. The Gold Sword is given to military personnel who distinguish themselves in military actions.

3: Silver Sword

a. The Silver Sword is given to citizens not in the military who nevertheless distinguish themselves in some way in the defense of Shireroth or in combat.

4: Bronze Sword

a. The Bronze Sword is given to foreigners who aid Shireroth militarily in some way.

5. Red Dragon Award

a. The Red Dragon Award is given to an individual who has performed a specific exceptional achievement for the betterment of Shireroth.
b. The Red Dragon Award may be given to a single individual multiple times.
c. The Landsraad may bestow this award.

6. The Swan Award

a. The Swan Award is given to any Shirerithian individual or subdivision for a high level of activity that brings the whole of Shireroth forward. This activity can be cultural, political, in the military, or any other area.
b. The Swan is divided into three classes; Golden, Silver and Bronze.
c. The Swan Award may be given to the same individual or subdivision multiple times.
d. The individual that receives this award, or the ruler of the subdivision, may decide in what way to display this award in an appropriate manner.

C: Order of Kampioens

1: Definition

a. The Order of Kampioens is a military order created to form a fraternal bond between those most committed to protecting the nation.
b. The order also serves in some circumstances as an elite bodyguard for the Kaiser.
c. The head of the order is the Prime Kampioen and zie may induct new members whenever zie wishes with the permission of the Kaiser.
d. A member of the order is called a Knight Kampioen.

D: Order of the Dragon

1: Definition

a. The Order of the Dragon honors citizens of Shireroth who have been exemplary citizens or done some great act worthy of high praise.
b. The head of the order is the Kaiser, and zie may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement.
c. The Order is divided into three classes, from highest to lowest: Knight, Companion and Member. All new members are inducted into the lowest class, although there can be exceptional cases.
d. Only members of the highest class may be called a Knight of the Dragon.

E: Order of the Griffin

1: Limitation of Admittance

a. The Kaiser may admit any person who is not a Citizen of Shireroth to the Order if zie sees it fit to do so, so long as no more than one individual is admitted per month.

2: Admittance

a. The Kaiser of Shireroth alone shall be allowed the privilege to enroll persons in the Order of the Griffin.

3: Expulsion

a. The Kaiser may expel any members from the Order if zie sees it fit to do so.

4: Non-Allegiance

a. Members of the Order of the Griffin shall not be compelled to swear an oath, nor should any oath or pledge be written.

5: Non-Evil

a. No secret codes or agendas shall be created, followed or permitted.

6: Non-Denominational

a. Admittance shall be secular. No church shall have any pull on the Order

F: Order of the Chimera

1: Definition

a. The Order of the Chimera honors those who are not and never have been citizens of any micronation, but are nevertheless deserving of praise.
b. It may be given either to people who have helped Shireroth despite not being part of it or to macronational politicians and celebrities of whose work Shireroth strongly approves.
c. The head of the order is the Kaiser, and zie may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement.
d. Those inducted into this order may be called a Knight of the Chimera.

G: Order of the Phoenix

1: Definition

a. The Order of the Phoenix honors those who were once part of micronationalism but have gone on to other things, and has nothing whatsoever to do with Harry Potter.
b. It may be given either to former Shirerithians or to former foreigners, and may be a present from the Kaiser to a citizen who emigrates after a distinguished career.
c. The head of the order is the Kaiser, and zie may induct one new member per month, with the only exception being when multiple people are inducted for the same achievement.
d. Those inducted into this order may be called a Knight of the Phoenix, although unofficially, due to their status as micronationally "dead" but with a legacy that lives on, they may be called a Knight of the Living Dead.

Chapter V: Punishments

A: Banishment and Exile

1: Banishment

a. The Kaiser and Arbiter may temporarily banish an individual from the lands of Shireroth.
b. Banishment is not permanent.

2: Exile

a. The Kaiser may permanently exile an individual from the lands of Shireroth.
b. Exile is permanent.

B: Censorship

1: Posting Restriction

a. The Kaiser and Arbiter may restrict the posting limit of an individual in the Lands of Shireroth.

2:Non-Utterance

a. The Kaiser may cause it so that an individual's name may not be uttered within the Lands of Shireroth.

C: Economic

1. Monetary Fines

a. The Kaiser and Arbiter may impose monetary fines upon individuals.
b. Monetary Fines shall be collected only in the currency of Shireroth.

2. Relievement

a. The Kaiser has the power to relieve an individual of all their monetary assets within the Lands of Shireroth.
b. Monetary assets shall only consist of the currency of Shireroth and Shirerithian lands held by the individual.

D. Removal of Title

1: Dethroning

a. The Kaiser and Landsraad have the power to dethrone a noble.
b. The Landsraad must show good reason for dethronement before it may dethrone a noble.
c. Dethroned nobles are done so in disgrace.

2: Removal from Office

a. The Kaiser, Landsraad and Arbiter have the power to remove a Minister, Prætor or other government official from office.
b. The Kaiser and the Arbiter alone have the power to remove the Steward from office. The Arbiter is only assigned this power should there be no Kaiser.
c. The Arbiter may only remove individuals from office for grievous abuse of the powers appointed them or grievous misconduct.

E. Further Punishment

1: Physical Punishments

a. No physical punishments may be issued upon an individual.
b. Death cannot be sought as a punishment.

Chapter VI: Land

A. Imperial County

1: Territory

a. The Imperial County consists of the City of Shirekeep and the surrounding area, as well as the Skyla islands.

2: Governance

a. The Imperial County is governed by the Lord Mayor of Shirekeep.
b. The Lord Mayor is tasked with the development of the Imperial County, and especially the capital of our great Empire, Shirekeep.
c. The Lord Mayor is directly subordinate to the Kaiser and appointed directly by the Kaiser.
d. The Lord Mayor has the privilege to write Edicts that apply to the Imperial County and its governance.

B. Imperial Lands

1: Definition

a. All counties that are not currently assigned to a House shall be known as Imperial Lands.

2: Development

a. Imperial Lands are laid open to any Shirerithian interests that wish to explore, exploit, develop, or colonize them. Citizens of Shireroth need not seek Imperial permission before attempting to develop Imperial Lands.
b. The Kaiser or Landsraad may choose to evict a person, corporation, or House from an Imperial Land if they demonstrate a willful disregard for its populace or culture. Such a person's work will be deemed "non-canon" and can be explained away by future colonizers in any way they wish. That person will be banned from any further development work in that area, or, depending on the scale of the offense, in Imperial Lands.

3: Administration

a. The Kaiser or Landsraad may choose to grant the title of Count to those who have done exceptional work developing an Imperial Land. The Count of a land, and the House to which zie belongs will have control over a land, its armies, its resources, and its development so long as zie holds the title over said Imperial Lands.
b. The Kaiser or Landsraad may choose to revoke Countships at their pleasure.
c. Any Imperial Land that is neither assigned to a House nor under active development shall be directly administered by the Kaiser.

4: Influence Maps

a. The official in charge of cartography will, at reasonable intervals, release maps showing what Shirerithian counties are under what degree of influence from which Houses.

C. Granting of Counties

1: Historical Grant

a. An individual belonging to a house may apply for a developed county to be awarded to zir House, provided that
b. zie has participated in developing the county on Shirewiki, in posts on the board or in storylines involving that county, and
c. the Head of the applicant's House assents to the application.

2: Link to Individual

a. If the person to whom a county is linked in this way leaves the House, zir linked counties will leave with zie and be automatically granted to zir new House.

3: Development Grant

a. An individual belonging to a House, aspiring to develop a county, may apply for an undeveloped county to be awarded to zir House, provided that:
b. zie has passed zir minority period,
c. zie resides in the county in question, and
d. the Head of zir House assents.

4: Developed County Grant

a. Individuals may also apply for a developed county, but it will be granted at the Kaiser's pleasure.

5: Applications

a. Applications shall be sent to the Imperial Judex, which shall determine each case based solely on its merits.
b. Appeal from a decision by the Imperial Judex may be heard by the Kaiser.

6: Core County

a. A House is entitled to one core county, held by the House to serve as its capital.
b. If two or more Houses merge, the new House shall assign core county status to one of the old core counties. The other former core counties shall be held as ordinary counties by the House, or be returned to the Kaiser.

D. Revokation of Counties

1: Core Counties

a. The core county of a House reverts to the Kaiser if the House is dissolved.

2: Individual Counties

a. The counties linked to an individual as prescribed in C, 1. shall revert to the Kaiser if
b. the individual ceases to hold Shirerithian citizenship, or
c. the individual for a period longer than seven days does not belong to a House.

3: Insufficient Development

a. If the governor of a county is deemed to not have developed the county in a satisfactory manner, the county will revert to the Kaiser.

4: Fraud

a. A House forfeits the right to hold a core county if it becomes apparent that the House was formed for the sole purpose of being granted a core county.

E. Exceptional Cases

1: Reserved Powers

a. The Kaiser reserves the right to grant or revoke counties for other reasons than those stated above.
