The Imperial Directorate of Works & Labour fluctuates dramatically over time according to circumstances. Peacetime manning can be minimal with a reserve cadre of labourers. However in war time the labour force can expand exponentially in line with the requirements of the Imperial Forces.
The MoMA has identified the potential for developing a substantial reserve of drones, re-purposed and cybernetically enhanced hominids, that would be fully programmable and held in reserve for assignment to tasks as appropriate, without the usual risks and costs of employing civilians.
