Imperial Decree #25: The Steward

In times when a successor is below twelve years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. This section of the constition shall be adjusted to read.

In times when a successor is below twelve years of age, a Steward shall be appointed by a majority of the Landsraad. A steward shall be appointed by the Kaiser or Landsraad should the Kaiser take temporary leave of his/her throne. Should the Kaiser or Landsraad not appoint a Steward, the people of the land, whom have voting rights, may vote from among the dukes of the Landsraad, a steward to take the place of the Kaiser till his return or till a new one ascends the throne.
