Abstain

Abstain votes in the Landsraad have been a point of contention recently. Some nobles want the abstain vote removed, as they see it as another kind of "Nay." In actuality, under current legistlation, an abstain is tantamount to a nay. During the live Landsraad meeting at ShireCon '04, the abstain vote was abolished. Currently, legistlation is being written to reinstate the abstain in its correct form.
