Imperial Decree 861
NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, to her subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.
Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Ordinance which by his Kharenah is confirmed for Us and our heirs forever.

On Our Prosperous Return and the Erection of a Temple of Fire
We have now returned from Our Pilgrimage. Accordingly, the Stewardry established by Imperial Decree 857, of 18 Gevrader 1646, is ended.
As a token of Our thanks to the Divine for Our Lessons during the Pilgrimage and for Our Prosperous Return, We command Our Steward, Imperial Ministers and Imperial Prefect of Shirekeep to erect, on the grounds of the Keep, a Temple of Fire to house the eternal Fire of Victory, Atash Behram Der Bareber Sathrati. The Atash Behram shall have a perfect cubic structure (above the ground) where each side shall be fifty rics.
