Imperial Decree 4L17

The Charter, in Article III, Section B, subsection c, says that "Only the Adelsraad has the power to create, destroy and reshape subdivisions".

"Subdivisions" in this case are declared to be the primary subdivisions of Shireroth, commonly referred to as Duchies.
