Imperial Decree 42

The original is lost. The Historian tells us:
"By the end of December, everyone was in a bad mood, and it became obvious that major changes were called for. Kaiser Letifer thus decided, with the help of his depression, to make a spectacular series of changes to the nation’s structure. His Imperial Decree 42 lay down a new constitution, although it was only a slight change from the old version."
