To the People of Elwynn and all Shireroth, Greetings!

The distress occasioned by the current situation in Elwynn having reached our ears, we hereby declare the following for the relief of Elwynn.

First- That Ducal Decree XVIII is hereby repealed, and the Baronies of Elwynn are re-established as they were before ASC 3264.

Second- That Scott of Hyperborea is hereby declared as Lord Protector of Elwynn with all of the Powers as though he were Duke.

Third- That all Elwynnese who have taken place in the Reawakening of Elwynn and of Hyperborea are pardoned unconditionally.

Done, this Hasanday the 13th day of Anandjan 3352 ASC, as amended by the request of the Lord Protector. _________________
