Imperial Decree #114: New Landsraad Rules
Issued by Kaiser Los II
All Duchies will have ten Landsraad votes, which they may distribute as they wish to any noble in their Duchy, be it themselves, their spouse, their Baron(s), or their Baron(s)' spouse. They are no longer required to keep at least half the Landsraad votes for themselves, but they must be the single largest holder of votes in their Duchy (tied is okay).
