Imperial Decree #103: Laws and Legalism
Issued by Kaiser Los II
Should anyone break a law, but do so either as part of a non-malicious joke or for reasons that are obviously good ones and beneficial to the nation, they will not be considered guilty and will not be subject to the normal punishment.
Whether a certain incident was part of a non-malicious joke or beneficial to the nation will be under the discretion of whatever judiciary bodies exist at the time the incident took place, as well as the Kaiser.
