Imperial Decree 86: Citizenship Issues and the Census
Issued by Kaiser Wyltheow I
Duke Russel, Duke Devious, and Duke Rakesh are to maintain full citizenship and the priveleges thus entailed by such a state and thus entailed by their positions of nobility, despite the fact that said Dukes did not participate in the mandatory Census. My conclusion is that the afore mentioned gentlemen have been loyal and active citizens of the Empire during the duration of the last census period, and that the demotion of their status is inconsistent with their service.
