Steward Decree #138: Red Dragon Award

The Kaiser has spoken unto me, and he has said to do this for him. Let the following therefore be decreed:
There shall be created the Red Dragon Award. This award, which may be given by either the Kaiser or the Landsraad, shall be a honor granted to those who have performed a specific achievement on behalf of the nation. The award may be given multiple times.
