Imperial Decree #131: Imperial DecreeBook.

To better organize the laws of Shireroth all past decrees which as still aplicable and valid will be compiled into a single document. This document shall be known as the Imperial Decreebook untill a better name can be devined. All future Decrees that are not just one time events and establish perminent law shall be added to the Decreebook. Raynor XI,
