Pursuant to Imperial Decree 4L2, Spraki Krumsson is granted citizenship. Moreover, his request for the County of Amarr is granted.

-The County of Lakhesis is hereby granted to Malliki Tosha. Lakehesis is, of course part of Brookshire, and currently under the protection of Yardistan. Furthermore, as it is within the power of the Kaiser to fix things on occasion, and as the town of Nee has a history that is both Brookshirian and Yardistani, and as the family of Malliki Tosha has many connections to Nee, he is also granted Nee as the Knight of Nee, under the Duke/Anarch and the Count of MASS in Yardistan.
