Due to some controversy at my last idea of how to appoint this office I have repealed [[Imperial Decree 450|decree 450]]. <br />

I hereby grant the office of [[Arbiter|Imperial Arbiter]] to [[Jacobus Loki]]. He and I have not seen eye to eye on issues lately, and it is for exactly that reason I want him as Arbiter. I want him to challenge me if I overstep my authority in any matter. I want him to be another set of eyes on the nation, unswayed by my own personal goals. <br />
