By 1668 The Prince of Modan was reported to have been struck hard by a case of aggravated gout, to the point that he elected to depart Shireroth for the more agreeable desert climate of [[Constancia]] in an attempt to recover his health. To the surprise of the entire Benacian political establishment his departure was accompanied by a systematic and somewhat unexplained disposal of his Shirerithian assets. The most prominent such asset was the Sword of Fire itself, which he gifted to the [[Krasniy Yastreb|House of Yastreb]]. The Yastrebs, once the ruling house of [[Goldshire]], had long since renounced the Cedrist creed and joined Lyssansa's colonisation of Minarboria, proceeding from there to the very deepest leadership stratum of Kalgachia. Long considered ''arch-heretics'' against the very Celestial Temple in which the Sword of Fire was forged, they were as surprised as anybody to be its new owners. The skiff they were to take across to the western bank of the Blue Elwynn came with a low born Babkhi skivvy, possessed of a notably fawning disposition and a pair of oars, who it transpired was to be the principle means of propulsion and navigation for the voyage. This individual Dravot renamed Billy Fish on account of it being the tradition, ignoring the voluble protests of Carnehan. Ecthgow made no comment but instead silently slipped his hand into the hamper, removing one of the sausages which he sniffed suspiciously before quietly secreting it about his person.<br />

It transpired that Billy Fish had a great enthusiasm for rowing, but a greater one for conversing with great gusto on matters of no great significance to the trio, this latterly proved to be regrettable and was resolved by Carnehan's fists a half-hour into the voyage, whereafter Billy wailed with a passion, until Carnehan showed him the flat of his hands, whereupon Billy discovered the aptitude for quietude that was desired. Dravot limited himself to remarking that it wouldn't do to be beastly to the help, causing Carnehan to remark that if Dravot knew a better way to keep a '[[Babkhi|Wog]]' quiet, he was welcome to try it. Ecthgow, sensibly it must be said, kept out of this discussion and kept his eyes focused on the distant shore of Angularis. Dravot leaned back in his seat and glanced up into the sky. As he pondered this question, a Ryker blimp passed overhead, lingering gently in the countervailing breeze on its way to Sansabury. On reflection Dravot supposed that, if they had been dispatched in this manner, Thorgils could not be in that much of a hurry to hear the answer. That caused Carnehan to ask, in that case, what the point of hurrying to cross the river in a flimsy little skiff? Dravot supposed that there was, in fact, probably no point - except to show that an effort had been made. Ecthgow now spoke, saying that it was their duty to proceed as ordered, for they had taken the Arandur's Thaler and accepted his salt for their bread. Carnehan muttered that it was a rum business for the director of an omnipresent corporation like the ESB, as Dravot was, to be, as he charmingly put it 'pissing about on a tiddly little boat in the middle of a damned big river'. Dravot acknowledged that could be the case, but they should not worry themselves unduly since he had about his person his employer's letter of credit and a debit card loaded with Erb. Carnehan remarked how that was fine and dandy but neither a letter nor a card was much use in the middle of a crowded shipping lane unless Dravot was planning on opening a line of credit with the damned fishes. Dravot mulled that over and was obliged to concede that Carnehan did indeed have a point, and he turned to Billy Fish and gently suggested that he turn the boat about and put in to shore; there was, after all, bound to be a serviceable hotel in Babran and a better way to cross the river could be found in the morning. With that said, Dravot opened the cooler and passed a bottle apiece to Carnehan and Ecthgow, suggesting as he did so that there was no point letting the provisions go to waste. Billy Fish huffed and puffed as he exerted himself sculling the left oar whilst balancing its opposite number above the water, and slowly the boat turned.<br />

All of Angularis is divided into three parts, the Southron Shores of which the Babkhi, Elw and Froyalanish inhabit, the Forest of Angularis another where dwell those who in their own language are called Amokolians, finally there are the Barrowlands, forming the third portion wherein the Tellians and those descendants of the Yehudi known in their own tongue as the Ashkenatzim reside alongside the darker and twisted beings that are the fallen men of the west who are all known collectively as Kossars. All these differ from each other in language, customs and laws. The Pale of Angularis separates the Transelwynnese from the Amokolians; [[Astopov's Dyke]] separates the Amokolians from the Kossars. Of all these, the Kossars are the bravest, because they are furthest from the civilization and refinement of Elwynn, and merchants least frequently dared to venture amongst them, there being no adequate guarantee for their safety, and import those things which tend to dull the mind and soften the vigorous spirit; and they are the nearest to the Minarborians, who dwell beyond the Imperial Republic, with whom they were once in contention over the lands since claimed and settled by the apostate worshippers of the Shrub; for which reason the Green Thunder Horde also surpass the rest of the Kossars in valour, as they contended with the forces 2nd State Arbor in unceasing strife. These disorders were however firmly repressed by the settling of the frontiers and now the border is guarded by the regiments of Minarboria and the battalions of the [[Union Defence Force]]. 4. The concept of citizenship of the Imperial Republic, or Shirerithian citizenship, is solely for federal commonwealth law.<br />

==Chapter 3: Imperial Judex==<br />

===Section A: Arbitration===<br />
<br />
1. When the Imperial Judex arbitrates disputes between Imperial States, the Imperial Judex employs the rules of Section B, unless the Imperial States in dispute all agree to arbitration of another ruleset, in which case such ruleset shall be transmitted to the Imperial Judex before proceedings.<br />

2. The Imperial Judex is only forced to arbitrate disputes between Imperial States if both Imperial States agree that there is a dispute to be arbitered. Arbitration in this case is final. Arbitration in the case where not all parties agree that there is a dispute to be arbitered may nonetheless be attemped by the Imperial Judex. The final production of such arbitration is, however, only advisory.<br />

3. Subsections 1 and 2 also apply to disputes between one or more Imperial State(s) and the Imperial Republic and between the Imperial Republic and one or more Imperial State(s).<br />

===Section B: Rules in Arbitration===<br />

1. When a case for arbitration is submitted by one party ("the claimant" or "submitting party"), the Imperial Judex shall inform all other named parties (also "respondent") to the case of the case. Proceedings shall not begin until all parties have had reasonable time to prepare their cases. The submission of a case, however, shall include the submitting party's claims on the dispute and evidence for said party's claims.<br />

2. The respondent or respondents shall declare before the Imperial Judex whether it agrees that there is a dispute to be arbitered. In case of non-agreement, the respondent shall declare the reasons for that.<br />
<br />
3. The respondent or respondents shall then respond with its/their claims and evidence.<br />
<br />
4. Exchanges between the Parties may continue for as long as necessary. The object of the Imperial Judex is to arbitrate. In this object, the Imperial Judex proposes solutions to the Parties. Parties shall declare their agreement or non-agreement to the proposed solution and whether any agreement is conditional to constitutional processes in the relevant jurisdiction. If all parties are in agreement of the proposed solution, the Imperial Judex shall declare such solution in a resolution.<br />
<br />
5. If the object of subsection 4 fails, the Imperial Judex may consider the evidence of each party to the dispute, and then issue an opinion outlining the Imperial Judex's interpretation of the claims and evidence and, if necessary, rule on the dispute in a judgment.<br />
<br />
6. All cases are held before open doors. Unless requested by both Parties, briefs of amicus curiae may be submitted to the Imperial Judex.<br />
<br />
===Section C: Interpretation of the Charter===<br />
<br />
1. Any person or personality of standing under the Charter may bring a question of interpretation of the Charter to the Imperial Judex.<br />
<br />
2. A person or personality of standing under the Charter shall encompass any office or officer named in the Charter and any institution of legislative, executive or judicial power in an Imperial State. It/zie is the petitioner.<br />
<br />
3. A question of interpretation must have relevancy to the petitioner.<br />
<br />
4. In any question of interpretation involving a law of any body, conduct by any body or order by any body, the relevant respondent shall be named and shall answer before the Imperial Judex. If there is no relevant respondent, the Imperial Judex shall nonetheless proceed with the case if it finds the petitioner's question to have relevancy.<br />
<br />
5. The Imperial Judex shall make an agenda for the hearing and publish it.<br />
<br />
6. The petitioner and respondent shall make their submissions and counter-submissions, and more, if requested by the Imperial Judex.<br />
<br />
7. Briefs of amicus curiae shall be open for submission. Petitioner and respondent shall not be excluded the right to respond to the submissions.<br />
<br />
8. The Imperial Judex shall close the hearing and within reasonable time issue a judgment on the matter.<br />

===Section D: By-laws===<br />

The Imperial Judex is reserved the right to make by-laws under this chapter for the function of the Imperial Judex, the arbitrations and the hearings.<br />

==Chapter 4: Imperial Ministries==<br />
<br />
===Section A: Definition===<br />
<br />
1. For the proper administration of the Imperial Republic and those affairs not reserved to the Imperial States, there shall be various Imperial Ministries (hereinafter referred to as "Ministries").<br />
<br />
2. Each Ministry shall be established in federal commonwealth law by the presence of a Section in this Chapter outlining its proper responsibilities and functions. A Ministry may be disestablished by the removal of its relevant section.<br />
<br />
3. Each Ministry shall be headed by a Minister appointed by the Kaiser, in accordance with the Charter. The Minister shall be responsible for ensuring the fulfillment of the responsibilities and functions of zir Ministry as defined in this Chapter. The internal organization of each Ministry shall be the prerogative of its Minister, except where otherwise specified in this Chapter.<br />
<br />
4. Each Ministry shall have its headquarters in the Imperial Capital of Shirekeep, unless the Kaiser declares a state of emergency with respect to the safety of the city.<br />
<br />
5. The main activities of each Ministry shall take place in those headquarters unless there is an urgent and necessary justification for that activity to take place elsewhere, or it would be manifestly irrational for them to take place in the capital.<br />

===Section B: Imperial Ministry of the Exterior===<br />

1. The purpose of the Imperial Ministry of the Exterior ("MiniEx") shall be to oversee and implement the foreign policy of the Imperial Republic as directed by, and in cooperation with, the Kaiser, and in line with those treaties to which the Imperial Republic is a party.<br />

2. MiniEx shall have the responsibility to receive the diplomatic communications and ambassadors of foreign powers within the Imperial Capital where possible, as well as to send diplomatic communications and ambassadors to foreign powers, on behalf of the Imperial Republic. [Amended on 5348]<br />

3. MiniEx shall have the responsibility, and the corresponding authority, to negotiate with foreign powers on behalf of the Imperial Republic, and to present the results of such negotiations to the Imperial Government for further action.<br />

MiniEx shall have the responsibility to determine, in accordance with stated foreign policy, the priorities of the Imperial Republic in its diplomatic relations, to remain cognizant of the situations in prioritized nations based on publicly available information, and to provide basic analyses of said situations to the officials of the Imperial Republic.<br />

5. MiniEx shall only recognise and make available permanent embassies for foreign powers within the City of Shirekeep.<br />
<br />
===Section C: Imperial Ministry of the Interior===<br />
<br />
1. The purpose of the Imperial Ministry of the Interior ("MiniInt") shall be to oversee the publication and dissemination of news and information, from or within the Imperial Republic; the essential administrative tasks related to the functioning of the Imperial Republic; and all economic affairs within the Imperial Republic.<br />

2. MiniInt shall have the responsibility to maintain a registry of all citizens of the Imperial Republic and of essential data relating to each citizen, to be kept current through immigration and emigration records and the periodic taking of a census.<br />
<br />
3. MiniInt shall have the responsibility to naturalize persons as citizens solely of the Imperial Republic, and not of any Imperial State, as defined in 2.B.5 of the Lawbook.<br />
<br />
4. MiniInt shall have the responsibility to provide notary services for the Imperial Republic, such as administering oaths, attesting or certifying documents, and the witnessing of affidavits.<br />
<br />
5. MiniInt shall have the responsibility of providing a legally qualified individual, either in the person of the Minister zirself or of a delegated employee of the Ministry, to serve as attorney general of the Imperial Republic.<br />
<br />
6. MiniInt shall have ultimate responsibility for the curation and adjucation of the content of Shireroth's national wiki. In accordance with this duty, the Minister of the Interior shall have sysop access to the wiki.<br />
<br />
7. MiniInt shall have ultimate responsibility for the curation and adjucation of the content of the Malarbor announcement box. In accordance with this duty, the Minister of Information shall have granted to zir any required access to the box, as well as any required religious or spiritual access to the voice and will of the mighty tree god.<br />

8. MiniInt shall have the responsibility to maintain the treasury of the Imperial Government.<br />
<br />
9. MiniInt shall have the responsibility to award bounties from the treasury to individuals and entities for service to the common good of the Imperial Republic.<br />

10. MiniInt shall have the responsibility to direct and manage the national economic system, to promote its use, and to devise new ways of implementing it.<br />

11. MiniInt shall have the responsibility to serve as registrar for all businesses operating within the Imperial Republic and to ensure the compliance of such businesses with any and all economic procedures and regulations as may exist.<br />

12. MiniInt shall have the responsibility to investigate, at the request of the Imperial Judex or of the judiciary organs of an Imperial State, financial irregularities or misconduct connected to individuals or entities within the Imperial Republic. Duke of Brookshire at the time of his accession, Mors IV abdicated the Ducal throne upon becoming Kaiser and left it to his outgoing predecessor. He reportedly began his reign with an elaborate roleplay-style coronation post, the details of which are lost to time but which, beginning with him slamming open the doors of the throne room and striding in, firmly proclaimed the unbending, grim, death-obsessed persona that the Kaiser would strive to keep up throughout his time on the throne.<br />

Early in the Kaiser's reign, he introduced the notion of an [[Imperial Ombudsman]], a popularly-elected advisor to the Kaiser to serve as a safe conduit for public concerns. The idea was inspired as a means of healing the damage to trust in the Kaisership that had been done in the wake of the [[Summer of '04#The Fall|Alexandretta Rebellion]]. Eventually instituted in [[Imperial Decree 150]], the process of identifying eligible voters, nominating candidates, and voting consumed the first third of Mors' time on the throne.<br />

It was during the reign of Mors IV that the [[Arminy|Arminian Ricch]] joined Shireroth. The Treaty of Arminsbur3, negotiated in secret between MiniEx [[Sir Iain de Vembria]] and his assistant [[Scott Alexander]], was duly ratified by the Landsraad, and the nation was brought into the Imperial Republic as the Duchy of Arminy on January 26th, an act further formalized shortly thereafter in Imperial Decree 151. Elections to the post of the Ombudsman began at the same time as the annexation, eventually resulting in the close election of [[Harvey Steffke]], and the national mood was jubilant, only slightly tempered by the nation's message board intermittently being rendered unavailable around the beginning of February.<br />

== The Lorelei Dispute ==<br />

Between early- and mid-February, several potentially interesting recwars, including a civil war over Kildare's promotion of Shireroth's Apollonian heritage (it was at that time illegal to call Shireroth an Apollonian nation), were overshadowed by a more serious territorial dispute. The Emperor of Attera, Mik'el Tzion ''aka'' [[Ras Diga]], had been a citizen of Arminy and had been granted the title of Baron of the Arminian territory of Lorelei (roughly corresponding to the later Gularike region of [[Stormark]]). As he, as Lorelei's sole inhabitant, had not voted in favor of the annexation of Arminy by Shireroth, he argued that Lorelei was therefore not subject to the treaty and remained rightfully under his rule, and sought to attach it to the Solomonic Kingdom of Transattera, a nation of which Diga was King and which was bound to Attera by the institution of the Atteran Commonwealth. Popular opinion in Shireroth was firmly against surrendering Lorelei to the Emperor, and several Arminians questioned both Diga's position as Baron of Lorelei and the legality of his attempt to sever it from the rest of Arminy; nonetheless, in an attempt to avoid issuing a blunt denial to the well-known monarch, Mors sought to enter into negotiations to hear the evidence for Diga's position and explore possible options.<br />
<br />
The fact that Shireroth did not recognize Transattera, as King of which Diga made his claim, presented a temporary stumbling block to the start of the negotiations, but while the MiniEx, and eventually the Landsraad, debated whether to extend full recognition, the Kaiser issued Imperial Decree 155 to "provisionally" recognize the nation so that matters could proceed; he felt it impolitic. The negotiations commenced early in the fourth week of February, and began cordially, with the Emperor noting that he did not dispute any other part of Arminy's annexation, and the Kaiser noting in turn that, despite Diga's lack of activity in either Transattera (which had no online presence of its own) or Lorelei (in which he failed to show up for his own acceptance speech as Baron), allowances should perhaps be made in light of his real-life military commitments.<br />
<br />
In the second round of talks several days later, with Diga ultimately unwilling to give up his claim and the Kaiser ultimately unwilling to follow the path of [[Kaiser Mog I|Mog]] by giving away land against the will of his people, discussion turned toward a temporary condominium, with Shireroth and Transattera ruling Lorelei jointly for one year, to allow time for a deal to be reached. While Diga considered the proposal, however, several events turned against him. The first was the realization, from research on Arminy's old website, that the very decree that had created Diga Baron of Lorelei had been repealed, along with all other Arminian laws, by the nation's legislature for the duration of Arminy's annexation by Shireroth, and that any legal claim the Emperor might have had to Lorelei was therefore null and void.<br />

The second (and perhaps more damaging), occurring in the last few days of February, was a near-revolt in the Atteran Empire itself, which resulted in a halt to the Lorelei talks. Prominent citizens there, concerned that Attera proper was suffering in its relations with Shireroth because of a territorial dispute that did not directly concern them, began calling for the dissolution of the Atteran Commonwealth that bound them to Transattera and other undeveloped micronations. Despite Diga's attempt to persuade them otherwise, the intention was stated to bring the dissolution of the Commonwealth before the Yezawd Derg, the Atteran legislature; in response, he invoked articles of the Empire's constitution that permitted him to rule by decree and to deny ratification to acts of the Derg. When the possibility of amending the constitution was raised (which did not require the Emperor's approval), Diga indicated his willingness to dissolve the Derg to prevent this from happening. Several Atterans resigned their positions and citizenships, resulting in a drop in activity.<br />
<br />
The Kaiser took advantage of the interruption to spark some domestic debate in the Landsraad with a bill to codify the primacy of Duchies in population over their Baronies, and to consider his position with regards to Lorelei. By the time Diga returned to the Lorelei talks on March 8th, broadly willing to accept the condominium deal, Mors had determined to take a harder line on the dispute, spurred on by the Emperor's weakened domestic situation and by criticism of the softness of his stance by the Shirerithian public. Citing the latter as "concerns" expressed by his subjects, Mors proposed to scale back the length of the condominium period - which Diga rejected, due to his military commitments - and Diga's requests to be proclaimed Guardian of Lorelei and to be granted a "nifty imperial order" were likewise rejected, along with a following suggestion by Diga that Lorelei be divided in two. Finally, a strongly worded statement by [[Ryan Caruso]], the original founder of Lorelei, disputing the latecoming Diga's moral right to the territory, was seized on by Mors as a reason to suspend the talks on March 8th, with the Kaiser refusing to continue until the claim to the territory had been sorted out between Caruso and Diga.<br />

Two days later, the Kaiser gave a lengthy speech, summarizing the progress of his reign up to that time, with harsh overtones of self-rebuke over his leniency during the Lorelei talks, and announcing his intention to abdicate the throne near the end of March. He also noted the attempts by Johann, Duke of Arminy and Prime Minister of Attera, to restart talks on his own initiative, and gave them two weeks to achieve results beneficial to Shireroth, after which "the matter will be closed permanently, and Lorelei will be officially proclaimed Shirerithian, and specifically Arminian, and outside claims shall have no bearing upon it ever again." Stating that, in this spirit, he wished to be remembered for definitively solving problems, he gave himself the epithet ''Nerrolar'', meaning judge or arbiter in the Benacian language.<br />

The attempts by Duke Johann to secure negotiations over Lorelei proved fruitless. Diga was not heard from for some time after Mors suspended his own negotiations, and did not respond to communications even within Attera, where more citizens left and the nation of Interland, previously incorporated into the Atteran Empire, declared independence. By the time the two-week deadline had expired, around March 23rd, no further negotiations had occurred, and Mors duly claimed Lorelei irrevocably for Arminy and Shireroth in Imperial Decree 159.<br />

The remainder of Mors' reign was relatively peaceful, seeing only assorted mild disputes: over the status of the moribund Duchy of Goldshire, which Duchy Shirekeep lay in, and over a provision in the Lawbook for the land situation during the secession of previously annexed territory. The first known period of Shirerithian citizenship for [[Hypatia's Mom]], though brief, occurred during this period as well. On the 26th, the throne having been offered to Erik again and been refused, Imperial Decree 160 was issued, naming [[Ari Rahikkala]], Baron of Straylight, as heir. The last known legal act of Mors IV was the appointment of Ryan Caruso to the Order of the Griffin "for his work in creating the Hurmu banner, for his support of our Imperial Republic during the Lorelei dispute, and other generally nifty acts."<br />

Mors closed his reign with a storyline in which he returned to his homeland of Benacia to put down a rebellion, deactivated an ancient and dangerous Khaz Modanian artifact, and died at the hands of his chief aide, a secret servant of the forces of Balgurd. According to later lore, the mausoleum was rediscovered centuries later, vandalized and desecrated, with the Kaiser's sarcophagus missing.<br />

== Legacy ==<br />
<br />
The famous declaration "Death spare you all!" was a catchphrase of Mors IV, appearing frequently in his decrees and proclamations. It had remained in occasional use as of the early 5000s ASC, often in the shortened salutation "Death spare!"<br />

Mors IV was also the first Kaiser to take an epithet, an act which he hoped would become a tradition for future Kaisers. Though several Kaisers since have taken or been given epithets, the tradition was not consistently maintained.<br />

The post of Imperial Ombudsman appears (mercifully) to have been allowed to slip away after [[Kaiser Ari i|Ari i]] took the throne, with Harvey, the only documented holder, having resigned from it. Harvey himself noted that he had had little to do in his role, and the new Kaiser noted that "I would support an elected position with power or responsibility, but this 'wait for a complaint and then relay it to the Kaiser' message makes him basically a glorified version of EZBoard's Private Message service." Aside from this, the seeming overall approval of Mors' reign by the Shirerithian citizens, and the fact that the most vocal proponents of suspicion toward the Imperial Government had already emigrated or gone quiet prior to Mors' reign, may have caused trust in the Kaisership to be repaired more quickly than Mors had anticipated, rendering the possible need for an Ombudsman obsolete almost before it began.<br />

== Second Reign ==<br />

In 5006 ASC Mors IV unexpectedly woke from his sarcophagus, which had been dumped in a cavern beneath Lichkeep (the old southern district of Shirekeep). Being dead for so long had suppressed all memory of who he was, but after spending some considerable time navigating the pitch-black caverns and finding a link to the Lichkeep sewer system, he made his way to the surface where he was taken in by bewildered officials of the Kingdom of [[Lichbrook]].<br />

Under the Liches' care, Mors gradually recovered his memory with the help of public records and tours of his old haunts. As the memory of his past Kaisership returned to him and the reign of [[Kaiser Mo'll I]] drew to a close, he snuck into Raynor's Keep to reclaim the Mango Throne. This he did in 5416 ASC by surprising Mo'll's Steward and heir apparent with the revelation of his identity along with a few things Mors had discovered about the Steward himself, which resulted in the latter's panicked deferral of the Mango Throne to Mors once again.<br />

Mors' second reign was quiet, although it did see a final settlement with [[Elwynn]] regarding the post-[[Cabbage Crisis]] boundary of Shirekeep, and the drafting of the [[Lex Provinciarum]] concerning the governance of the Shirerithian territories not under [[Imperial State]] control.<br />

Lunaris is the oldest Shirerithian territory of its size on the mainland of [[Benacia]], being founded seven ASC centuries before the [[New Feudalism]] which delineated its neighbours. It is located on the east side of the lower River Elwynn, and is known primarily for its art scene and its deep mysticism.<br />
<br />
==Early Years==<br />
<br />
Lunaris was founded in 1520 ASC by the Bemangoed Duchess of Goldshire [[Kaiseress Jadie I]], as the fiefdom of [[Eriana Moon]], a member of the Ducal Court. Eriana was a decorative clay sculptor among other things, and saw art as the means to advance her subject population. At the time of her arrival, the people of Lunaris were a series of moon-worshipping cults of largely Khaz Modani heritage who initially despised their new ruler as she was of Treesian origin. However they were quickly won over by Eriana's taste for the aesthetic, her knowledge of the arcane arts and her moody temperament - all things which she had in common with them. Her reported ability to shift her form into that of various animals was especially well received by those of [[Horjin]]-esque belief among the population who treated her as a living Goddess. From the seat of her rule on the Eastern coast, she soon united the scattered chiefdoms of Lunaris under her rule.<br />
<br />
During this period, the essential characteristics of Lunaris arose. Most of the playhouses - complexes combining theatres, art studios and other creative resources which now stand in every town and village in Lunaris - were built during this time. Then, beginning as an affectionate term among the chattering classes of Treesia, the people of Lunaris came to be known as the Lunatics. For a time, the rapid development of Lunaris under Eriana's visionary rule attracted visitors and admirers from across Shireroth.<br />
<br />
This honeymoon period is generally accepted to have ended with the onset of the [[War of the Wylthean Succession]] in the 1760s ASC, which pitted Lunaris against its suzerain [[Duchy of Goldshire]] - each backing different contenders to the Mango Throne of Shireroth. Legend has it that Lunaris' contribution to the cause of [[Kaiser Los II]] was a pack of ferocious leopards; history does not record their fate. Lunaris itself was protected during this time by an artifact known only as The Bubble; a type of energy field controlled by a remote device which could be adjusted in size, allowing those inside to leave but denying the entry of those outside. The Bubble was expanded to cover the entirety of Lunaris except for the Northwest salient around Teldrin, which was briefly besieged by a Goldshirian army.<br />
<br />
When the war drew to a close and The Bubble was deactivated, it released the wreckage of a Babkhan transport plane which had crashed into it during the hostilities. This plane fell into the Lacus Conticinium - which in those days was a deep lake rather than the silty swamp it is today - and it was during the recovery operation that a nest of Daemons was discovered in the area. These Daemons, being upset by the intrusion, plagued Lunaris intermittently until the establishment of the Temple of Lockenhasp to contain them in 3302 ASC.<br />
<br />
Eriana's reign concluded with her sacrificial suicide to save the Baron of Amity & Mirioth - her lover and old war ally - from the mysterious poison with which he was afflicted. Her mortal blood cured the poison, but at the cost of her own life. For some time after her death, her spirit occasionally reappeared - claiming to reside among "people of mist and shadow" and generally putting the scares up anybody she visited.<br />

==Partition and Unification==<br />
<br />
After Eriana's death, Lunaris was left in a state of anarchy. In 2285 ASC the New Feudalism of Kaiser Yarad I partioned Lunaris into two halves: Upper Lunaris and Lower Lunaris. These halves eventually found rule under Hatter Elfson, an itinerant airship-dweller who made his residence in Upper Lunaris in 2346 ASC; and [[Krasniy]] Yastreb, an old suitor of Eriana's who assumed the rule of Lower Lunaris in 2363 ASC. This time was a high point of Lunatic activity, with frequent and amiable communication between the two rulers and regular appearances from the spirit of Eriana. It was also during this time that the first proper towns in Lunaris began to take shape, as did the increase of farming and forestry which led Lunatics to greater prosperity.<br />
<br />
After the emigration of Hatter to [[Yardistan]] and a brief power vacuum in circles of nobility higher than the Lunarises, Krasniy Yastreb siezed his chance and reunited them back into a single Lunaris in the illustrious year of 3286. This event also marked the final appearance of the spirit of Eriana who offered a brief congratulation, disappeared back into the shadows and has not been seen since.<br />

==The Arya Occupation==<br />
<br />
After the reunification Krasniy decided to leave on an extremely long break, with dire consequences. As the wheels of history turned and Lunaris' cultural value was forgotten, an Antican provincial leader called [[Aryeztur Mejorkhor]] arrived in Lunaris in 3737 ASC after fleeing the disintegration of his homeland. He decided to settle in the area, but instead of adopting the local customs he summoned 55,000 colonists from his homeland (the Arya people) to enforce their own social code on Lunaris. A wave of forced religious conversion and population displacement followed, with most native Lunatics either assimilated or fleeing to the forests. Mejorkhor's rule was rapidly entrenched over the southern shore of Lunaris, where he built the city of Mejor as the seat of his power.<br />
<br />
After a series of skirmishes and negotiations with the resisting Lunatics, Mejorkhor eventually relented and allowed them safe haven in the town of Erianamor in 3769. Shortly afterwards he allowed the forests of Lunaris the same status, as he was unable to control their rebellious Lunatic population at any rate. His rule remained strong elsewhere however, particularly on the southern coast and at one point extending across all of Goldshire. Lunaris was eventually restored to dignity by the Lunaris Return Settlement of 3961, brokered by [[Kaiseress Anandja II]] with the backing of many Shirerithians whose fond memories of Lunaris remained strong. The Settlement reversed most of Mejorkhor's changes and restored Lunatic self-determination, in exchange for allowing Mejorkhor to remain in the city of Mejor. This was an irreversible affront to Mejorkhor's ambitions, however, and he soon left the city to its own devices with only an impressive architectural legacy and the descendants of his colonists to administer it.<br />
<br />
==The Yastrebs' Return==<br />
<br />
After Mejorkhor's departure Lunaris was left as a sleepy backwater for many generations, with only its larger towns and its strategically important Guttuli islands getting any historical mention. Eventually Lunaris' old ruler, Krasniy Yastreb, surfaced from his extended wanderings and returned to assume rule of the county in 4967 ASC. Enraged by events in his absence, he embarked on a series of punitive expeditions againt the residual Arya population of Lunaris which earned him the condemnation of many Shirerithians. This culminated in the Battle of the Salus Forest, whereby the intermittent Arya resistance to Lunatic rule was finally put down in incredibly gruesome circumstances involving large amounts of untrained mobs on both sides. The battle descended into a bloodthirsty and undiscriminatory carnage which was only calmed by the arrival of soldiers from the more professional Lunatic Legion.<br />

Later years saw a calming of events, with Krasniy settling down to write plays, chronicle the Lunatic mythology and pursue greater things as Duke of Goldshire. During this time the Lunatic Legion distinguished itself in action during the Cabbage Crisis, and the FNORD-winning Lunatic play ''Kapusta Kaput'' depicting the event was written shortly afterwards. In time, Krasniy's rule over Lunaris was passed down through his descendants (his son Ryabin being elevated to the Mango Throne itself as [[Kaiser Mo'll I]]) and at the time of this writing Lunaris remains a fief of the House of Yastreb.<br />

Lunaris' climate ranges from the temperate to the subtropical, with rapid changes in weather due to its coastal exposure. A large part of Lunaris is a mixture of open grassland and dense forest, the former bearing a profusion of wild flowers and the latter being composed largely of Cedar trees. A large swathe of land in central Lunaris, known as the Hortus Ortus Intemptesta Nox in the local vernacular - is given over to floral horticulture. In the south and east, the River Elwynn irrigates great tracts of farmland.<br />
<br />
In ancient times Lunaris was overrun by leopards, deer, cats and owls. These are thought to have experienced a rapid decline after the death of Eriana Moon, nearing extinction during the Arya occupation. Since the return of the Yastrebs, however, intensive conservation efforts and a degree of statutory protection have gradually restored their numbers - although they remain nowhere near the absolute swarms of Eriana's day.<br />
<br />
Settlement in Lunaris is mostly non-urban, with only the city of '''Mesior''' on the Southern coast having any resemblence to a city. It was founded in the Partition Years by Count Krasniy Yastreb of Lower Lunaris as the small town of Smotretka. Here the Count made his capital, - building a narrow, mile-high tower as his residence with a commanding view of the River Elwynn archipelago. Later, long after the tower's collapse and the fading of Smotretka into obscurity, it was revived by the invader Aryeztur Mejorkhor as his own capital. He renamed it Mejor, and developed it significantly into a port city. Despite Mejorkhor's departure and the latinisation of the city's name to Mesior, its streets and alleys remain dominated by the Eastern-style architecture of that earlier age.<br />
<br />
The other main settlements of Lunaris do not suit the name of 'town', as they are in effect town-sized villages dominated by single-storey detached cottages and agricultural smallholdings alongside larger buildings such as playhouses. The most important of these places is '''Lune Villa''', the capital of Lunaris. Here the government of Lunaris is undertaken from an ornate, turreted mansion known as the House of Quills, or HoQ for short. Lune Villa sits on the edge of the Volaticus Forest, and is relatively quiet considering its status. Most of the sparse population are directly involved with Lunaris' government.<br />

Probably the most important settlement in Lunaris is '''Erianamor''', which boasts the highest density of playhouses and performing artists in all of Lunaris. Despite being as sparsely built as Lune Villa it is considerably busier, with the resident artists living alongside merchants who use the Erianamor's famous market as a hub of trade. This in turn attracts a great deal of visitors. Erianamor also holds the distinction of being the only part of Lunaris not to succumb to Mejorkhor's invasion, earning it a name as the only truly 'untainted' part of Lunaris and the last stronghold of Lunatic culture. Erianamor lies on the Pratum Libertas, an expanse of uncultivated open plain with a large population of wild deer.<br />

In the northwest of Lunaris, on the banks of the River Elwynn lies the port of '''Teldrin'''. It was first established as a Goldshirian garrison against the designs of [[Brookshire]] and [[Musica]] on Goldshire's southern flank, and further strengthened by Duke Zarathustra Erutirn of Goldshire after the [[War of the Wylthean Succession]] to reassert his rule over the recently-rebellious Lunaris. It is still called Fort Erutirn to this day, and houses military units under both Lunatic and Goldshirian flags. Teldrin is perhaps the least Lunatic part of Lunaris, experiencing countless foreign influences via the River Elwynn and sharing many characteristics with Ransenar, the County to its immediate north and the homeland of Hatter Elfson whose rule extended into Upper Lunaris during the Partition Years. Despite this the citizens of Teldrin, known for their tendency to tilt their heads like dogs in curiosity at anything interesting, retain a pride in their Lunatic roots.<br />
<br />
In parts of Lunaris lie the remnants of ancient lakes, long since drained for agriculture or silted up into swampland. The largest of these is the Lacus Conticinium of Daemonic fame, but to the northwest is also the remnants of the Tantillus Arcanum, a lake used as a holy shrine by the ancients of Lunaris and reported to grant intense magical powers to those who know its secrets.<br />

Just south of the Tantillus Arcanum rises the Eldar hills. Here the gentle hills of northern Lunaris become considerably steeper before dropping suddenly into the flat plains of the south. The range was reportedly formed by the sacrifical death of Baroness Eriana, its summit located at the very site of her death. The Eldar hills have large concentrations of gold deposits, and several small mines exist in the area for the exploitation of that resource.<br />

==Government==<br />

Lunaris is ruled by the Count, and at the time of this writing Lunaris is a subject territory of the Duchy of Goldshire. The governance of Lunaris is nominally the domain of the Count, who administers the County from the House of Quills in Lune Villa. Here he directs the County Wardens, who in turn administer the Wards of Lunaris on the Count's behalf. Each Warden is also assigned a ministerial (or Foliant, as it is called in Lunaris) brief, ranging from the vital to the sinecurial.<br />
<br />
The entirety of Lunatic government is overseen by the Lodge of Stars of Lumenetra, an occult order whose membership includes every citizen of Lunaris and certain honoured foreigners. Promotion through the ranks of Lunaris' government, and in many other areas of Luantic life, is dependent on advancement through the degrees of the Star Lodge. This ensures the steady and natural instruction of important individuals in the Lunatic virtues of beauty and self-sacrifice. The practice also protects against the absorption of foreign ideas like scientific reductionism and anthropocentrism which, while popular with Lunaris' neighbours, are completely antithetical and destructive to the mystical Lunatic character.<br />
<br />
On each new moon the people of Lunaris confer in the Meadows of Erianamor around an enormous pit of fire, holding what is best described as a mixture between a celebratory festival and a parliamentary gathering. Here the Count and his Wardens listen to the concerns of the common Lunatic, and indulge in their pleasures.<br />
<br />
Below the Ward level, individual villages and communities in Lunaris are self administered in the peasant fashion. This causes a wide variance in rules of public order, and an equally wide variance in criminal punishments which are informal and often brutal. The general tradition of Lunatic justice is punishment in kind. Therefore capital punishment is usually only reserved for murderers, rapists are raped, thieves are deprived of all their property, and so on. The quality of the judicial process, like the rules and sentences, varies widely across Lunaris. If in doubt, just be nice to people. It's not that hard.<br />
<br />
The military defence of Lunaris is undertaken by the Lunatic Legion, which emphasises mobile, insurgent and generally asymmetric warfare against an opponent presumed to be stronger. The Legion uses a large number of trained animals as weapons, as well as a disproportionately large amount of incendiary munitions. The Legion's entertainment and welfare units have distinguished themselves in battle abroad, particularly during the [[Cabbage Crisis]].<br />

To the foreign eye the Lunatic people are awkward and capricious, with a short attention spans and frequent tantrums. The one thing which enjoys a Lunatic's concentration is art, and over the generations the spheres of work and art have fused to allow a basic level of economic productivity. In agriculture for example, something as simple as a farm hand's scythe can be found with an ornate carved handle and engraved blade - and the work to which it is put often involves the harvest of only half a field, to allow for pretty patterns to be carved out of the crop. Such indulgences in every Lunatic workplace result in an abundance of aesthetic beauty in evreyday life, despite being horrendously inefficient in economic terms.<br />
<br />
The village playhouses, in addition to being the centres of government, are also the centres of Lunatic social life. In the early evening, most Lunatic villages are deserted as the villagers cram into the playhouses to see whatever is on show - whether theatrical, musical or simply educational. There is no particular boundary between a meeting to discuss important community issues and a cabaret, for instance. The playhouses often combine such things into a single show with a high level of audience interaction.<br />
<br />
In their private lives, Lunatics are ruled by their inner torments and superstitions. At times these experiences congeal into a greater spirituality, with most Lunatics loosely accepting the structure of the Cedrist Temple as part of this - but unlike the rest of the Cedrist world, religious experience in Lunaris is mostly mystical and personal, with voices in the head and signs taken from nature holding far more weight than the second-hand teachings of a priest.<br />

Aside from that the area has been left to its own devices, allowing for the formation of a distinct civilisation.<br />

The origins of modern Suthergold lie with the Sutherlanders, a nomadic northern Benacian tribe who founded a settlement in Suthergold's northwestern salient. From there, they expanded into the old County of Goldendown, which had existed almost constantly without government since it was established by the [[New Feudalism]] of 2285. Over the course of some generations they reached and occupied the abandoned city of Diarsanta, which they renamed Underwall. It was around this time that they encountered the Rathasians, a detached colony of ancient Shirerithians residing in the city of Kingsgate on the White River Elwynn. In the 5200s ASC the leader of the latter people, one [[Ryker]] Everstone, invited the Sutherlanders to establish a government with him in exchange for the benefits of state he had attained by the possession of the namesake Everstone, which granted him certain protective powers including immortality. She is the love-child of an affair between [[Breiza]] the Goddess of Peace, and an unknown member of the House of Light (either [[Lukedu]], [[Maju]] or possibly even [[Malarbor]]). She was conceived in defiance of Breiza's amorous relationship with [[Tempus]], the God of War. Tempus discovered that Breiza had been unfaithful, but did not know to whom. His wrath at this was said to be so great that it was manifested in the invasion of Eastern [[Brookshire]] by Duke Ju'Uliave Mercaja of [[Goldshire]] in b2400 ASC (this being the beginning of the conflict that resulted in the forging of the [[Sword of Vengeance]], the rousing of [[Rrakanychan]] and the foundation of [[Shireroth]] itself). To spare the entire realm of mortals being consumed by war due to Tempus' further anger, the Gods convened and they, including Tempus himself, decided that the identity of Ulimahinacua's father must never be known. They also decided that to spare any awkwardness in the [[Celestial Temple]], Ulimahinacua herself would be banished to the moon and tasked with governing the tides, the temperament of women, and all other things under the moon's power.<br />

Ulimahinacua was shocked at the conflict Tempus had caused in the mortal realm, and was infuriated that the combatants dared continue their war under her full moon. One such battle broke out between Goldshirian and Brookshirian reserve armies on the southern flank of the conflict, believed to be located in the Crescent Valley of central Lunaris. Ulimahinacua descended from the moon and appeared on the battlefield itself, bringing the entire fight to a halt with a hypnotising song. Goldshire has been a thoroughfare and battleground for competing neighbours for most of its history, beginning with an ancient tussle between the Treesians and the Khaz Modani for control of its coastline, themselves in competition with natives (reported variously as fairies, elves, and other pseudohumans) from the Goldshirian interior. From this struggle, the Treesians eventually prevailed and established the first effective rule across the whole of Goldshire. Their dominance was short-lived, however, as their success attracted the eyes of Raynor, Duke of [[Brookshire]], who set about incoporating Goldshire into his own realm by force. At this he was eventually sucessful, establishing a united realm of Brookshire and Goldshire called Shireroth, with himself at its head as [[Raynor I]]. Under Shirerithian rule Goldshire continued to play host to other people's wars, a disproportional amount of them involving the forces of [[Babkha]] or Babkhi rulers of [[Elwynn]], who seemed to favour Goldshire as a strategic corridor in both the attack and defence of Shirekeep. Between these episodic interventions and absorptions into neighbouring territories (most often Brookshire) Goldshire nonetheless exhibited an intermittent shine under certain eminent rulers. Duchess Jadie codified much of the Goldshirian aesthetic and culture, alongside Duke Erutirn who established Goldshire's first full-time professional military. Baron Wintersong of Ynnraile (later Duke of all Goldshire) gave perhaps more than any other to the artistic and social growth of Goldshire, by way of his record-keeping and storytelling. Duke [[Aryeztur Mejorkhor]], while usheing an era of nigh-on genocidal cultural alteration (later diverted to [[Aryasht]]) that isn't much talked about and was mostly reverted, nonetheless made lasting contributions such as the expension of the Goldshire Palace and the development of Goldshire's half of the River Elwynn Delta. The Dukes [[Wythe]] were the fathers of Goldshirian academia, founding the University of Goldshire in Wendor. Duke Harvey, being in charge of Goldshire more than once, has also done stuff too minor to name but too important to ignore. Goldshire has more recently been under the rule of the Yastrebs (Krasniy and Ryabin), a clan of mild slavic extraction and some Treesian descent whose tenures have mostly been focused on developing the institutions of Goldshirian state and putting an end to the Duchy's history as a mere carpeted floor for passing megalomaniacs. After a brief period as Ducal Steward during Duke Ryabin's assumption of the Mango Throne as [[Kaiser Mo'll I]], Count [[Ryker Everstone]] of [[Suthergold]] has now assumed the Ducal Throne.<br />

Goldshire is seperated by the River Elwynn from most of Benacia, and comprises the entire Eastern (aka Western, for some hidden reason of tradition unsolved by this author) coast of that continent. This easy access to riverine and oceanic waters has placed Goldshire in a natural position as a mercantile hub, aided by its substantial natural gold deposits and resultant specialism in the field of currency and bullion. Goldshire is divided into four Counties administered along feudal lines: [[Ransenar]], by far the most affluent and educated County hosting the bulk of Goldshirian nobility as well as its capital of Goldshire Hamlet; [[Ynnraile]], the largest and most culturally important County serving as the source of Imperial power and Cedrist spiritual authority over Goldshire; [[Lunaris]], the oldest subdivision of Goldshire and a cherished artistic backwater; and [[Suthergold]], a hitherto barren and ignored land most recently evolving into a society that is best described as arcane steampunk.<br />

Goldshire is ruled by the Duke with absolute authority. More practically, the Duke assigns the routine governance of portions of the Duchy to zir Counts. The Ducal government concerns itself with the Duchy's strategic direction, the running of important pan-Ducal institutions and liaison with the Shirerithian Imperial government. The largest Ducal institution is the military, which although farmed out to the County Militias in large parts remains combined within a single command structure. Intelligence for the Duke is gathered by a secretive organisation called the [[Assayers]], a relic of the ancient Mercaja dynasty operating nominally as a supervisory office of the Avakair Mint and Bullion Depository. Unfortunately the Assayers are irreverent toward all power including the Duke, and operate entirely unregulated under their own agenda. Their relationship to the Duke is thus complicated and at times downright unreliable, and all attempts to bring them into line have resulted in unfortunate 'consequences' for those involved.<br />

Statute law in Goldshire is written either by Ducal Decree or added to the Codex Aureus, Goldshire's unified statute established by Duke Wintersong. Goldshirian culture, if such a unified thing can be said to exist, is largely agrarian laced with a mild to moderate mysticism. This paves the way for the Celtic, slightly oriental but thoroughly [[Cedrist]] manner of much of central Goldshire, giving way to more localised quirks and customs in the far reaches of Lunaris and Suthergold. An creative and aesthetic streak runs through most Goldshirians, taking equal if not greater place in the popular mind than the dour machinations and intrigues of politics so readily used as a cultural crutch elsewhere. While Goldshire has a well-developed noble class, the welfare of the common citizen is of chief concern: the fate of the common folk is said to be the fate of the Duchy.
