ShirerothFactbox

The Kaiser is the monarch of the Imperial Republic of Shireroth. Historically this position has been more autocratic, but with successive constitutional reforms zie has become more akin to a constitutional monarch, in fact not dissimilar to the role of the President of the United States of America. Zir roles are primarily externally-facing - the Imperial government, which zie leads, having responsibility for foreign affairs and military matters - and therefore zie often assumes the role of representative of Shireroth abroad, as well as being a symbol of imperial unity, culture and history.

The Constitutional Position of the Kaiser
Historically, the powers granted the Kaiser were limitless. Zie was the fons honorum, granting all titles and holding all lands, granting them feudally in fief. It was only later after some Kaisers wielded their powers too rashly, and some contributors to Shireroth's lands became fearful of the cultural heritage of their territories being protected, that the current constitutional settlement was reached.

The Kaiser is granted powers by the Imperial Charter and the the Gods; both also restrict zir actions. The Kaiser traditionally administers, legislates and appoints people to certain offices via Imperial Decree.

The Religious (Cedrist) Position of the Kaiser
Originally, the Kaisers of Shireroth simply served as nothing more than warrior kings and politically leaders of the Realm. Their presence in folklore, myths and in religion only grew over time. The tale of Rrakanychan who was defeated by one of the early Kaisers (some sources mention Raynor I, but others depict one of his successors as the hero) is a primary example of the central role of the Kaisership in Cedrism. With the need to strengthen central authority, Kaisers often used religious customs and myths to unite the several ethnic groups under one banner.

While not holding any official religious position, the Kaiser is depicted as highest representative of the Gods (above the High Priests) an,d it's not uncommon for a Kaiser to transcend into godhood. Kaiser Mog I became infamous for granting land to another nation and became God of Political Blunders while Raynor II made an attempt to - literally - catapult himself into godhood by constructing a huge catapult. Kaiser Gaelen IV made an attempt to expand the position of the Kaiser by establishing the Imperial Cult, which received little popularity among the population.

Succession
Being an important position, to some extent in terms of legal power but mostly in terms of prestige, respect and authority to lead the Imperial Republic, succeeding to the Golden Mango Throne is very competitive.

In the old days, Imperial Decrees laid down a Line of Succession of specific individuals - friends, allies, people in whose hands he could trust Shireroth. Later this evolved to be just one individual - their chosen successor - and for many years this was a position reserved for the Steward. In contemporary Shireroth, Stewards tend to be appointed on an ad-hoc basis, and successors are usually named some time before the death or abdication of the reigning Kaiser. However, this is not always the case. For example, when Mira Raynora Minor abdicated without an heir, the resulting Cabbage Crisis saw Octavius raised to the Kaisership by Landsraad election as Kaiser Aiomide.

Tradition
Kaisers generally reign for three months at most. This brings constant change to the government, and is justified in fantasy terms by the fact that three real-world months corresponds to over 90 ASC years on Micras.

Upon taking the throne, new Kaisers choose royal names. These names can be of either Shirerothian mythological figures (usually from Cedrism) or of some other interest of the Kaiser. For instance, the name of Kaiser Yarad I means "metal", whereas some others, such as Kaiseress Jadie I and Kaiseress Carol I, choose not to use a different regnal name.

It is an important custom that all Kaisers are descended from the first Kaiser, the unifier of Shireroth, Raynor I. Therefore each Kaiser associates zirself with one of the Imperial Bloodlines.

Epithets
A short-lived tradition started by Mors IV saw Kaisers attaching an additional epithet to their name after their reign, based on what they believed was the most significant contribution in their reign. The epithets and their significances are as follows:

; Kaiser Mors IV "Nerrolar" : "Arbiter" in Benacian language, for his work in keeping the Lorelei Conflict from boiling over.
; Kaiser Ari i "Kaukainen" : "Distant" in Finnish, for not really doing anything significant and being absent a lot of the time.
; Kaiser Alejian I "The Guardian" : For guiding the nation through difficult times with the threat of the Grand Commonwealth and SPEAR.
; Kaiser Los III "Radarai" : "The Scribe" in Hyperborean, for the creation of ShireWiki.
; Kaiser Mahamantot I "the Lawbreaker": Known as a lawbreaker for taking the Throne from Letifer III. Recognised by Mors V as official Kaiser and thanked for his attempts to revive Shireroth (even if it meant breaking existing laws).
; Kaiser Leto III "the Bold" : for his doubtful reign.

A later move saw other Shirerithians give past Kaisers epithets based on any significant events or characteristics of their reign. These are not official. It has been suggested that Kaisers should formally open the Landsraad, and during that first opening the previous Kaiser should be given an epithet, but this has never happened.

Less Recent Kaisers
; Kaiser Yarad I "the Atomist" : Ushering in New Feudalism, this Kaiser reduced the state to its smallest components.
; Kaiseress Semisa I "the Resurrector" : As well as being named after the Cedrist Goddess of resurrection, her reign saw an explosion in Landsraad activity. Also she wanted to be remembered as such.
; Kaiser Letifer II "the Indisposed" : For he was.
; Kaiser Alejian II "the Protector" : Brother-epithet to the previous Alejian, this Kaiser was a preserver rather than a reformer.
; Kaiser Meskan II "the Soloralist" : This great reforming Kaiser was taken of a strange Eastern-Apollonian religion.
; Kaiseress Carol I "the Maternal" : For she was mom, and led Shireroth during one of its longest and darkest periods of inactivity.
; Kaiser Letifer III "the Unprepared" : Named for the inactivity of his later reign.
; Kaiser Mahamantot I "the Semi-Unofficially Official" : One of the greatest Anti-Kaisers of our history, and the only one included on the List of Kaisers.

Recent Kaisers
; Kaiser Fish XII "the Bastionator" : The Kaiser who saw Shireroth move its forums from its own hosting to the Bastion Union forums.
; Kaiseress Rei I "the Blue" : Our first Kaiser of Safirian ethnicity.
; Kaiser Cedris I "the Almost-Ousted" : ... for that he was (almost).
; Kaiser Aurangzeb "the Remarkably Surprised to Have Survived Long Enough to Abdicate" : The nation was surprised as much as he was.
; Kaiser Wythe I "the Educator" : He reestablished the University.
; Kaiser Yardistanislaus I "the Ambassador" : He took an interest in foreign affairs.
; Kaiser Ometeotl II "the Apathetic" : This Kaiser didn't care much.
; Kaiseress Mira Raynora Major "the Constitutionalist" : Under the first Mira Raynora Major, the latest Charter was passed, ushering in a new epoch of Shirerithian history.
; Kaiseress Mira Raynora Minor "The Younger" : She succeeded Mira Raynora Major as Kaiseress.

Even More Recent Kaisers
; Kaiser Aiomide "The Historian" : The Kaiser spent much time developing a history of the Keep.
; Kaiseress Semisa II "The Blue Fool" : A Kaiseress of Safirian origin, widly criticised.
; Kaiser Trantor IV "The Hated" : Probably the most unpopular Kaiser in recent Shirerithian history.
; Kaiser Mo'll I "The Old" : The Kaiser was a kind and wise old man who ruled Shireroth from his small cottage in Lunaris.
; Kaiser Mors IV "The Returned" : After having ruled before, in the 2nd century, Kaiser Mors IV returned from the grave to once again take the Imperial throne.
; Kaiser Sehml "The one without an epithet because nobody could think of one for him" : The epithet of this Kaiser, liked by many, speaks for itself.
; Kaiser Redquill "The Meek" : Redquill's reign was one of avoiding conflict, asking opinions, and basically trying to give everyone what they wanted.
; Kaiseress Isa IV "The Shortlived" : The Kaiseress died several years after ascending from a heart attack.
; Kaiser Ayreon III "The Mangocounter" : The Kaiser spent much of his reign working on budgets and economic proposals.
; Kaiser Verion I "The Financier" : Awarded for Verion's perceived contributions to the Shirithian economy, the epithet proved to be ironic when it was discovered that Verion had transfered large sums of money to S.W.O.R.D. using secret financial constructions.
; Kaiser Daniel III "The Not Nearly as Controversial as Last Time So Good On Him" : Not much to remember. He was very clean I guess. *cough*
; Kaiseress Kizzy "The Benevolent" : Always wanted to do the right thing, even if she didn't always succeed.

Past Kaisers
Sighvat the Yardistani (6002 ASC - present) was a rebellious nobleman with impressive charisma. While originally having lived in Yardistan, he grew fed up with what he perceived as an occupation of his homeland (Yardistan was - and still is - part of the States of Lichbrook and Goldshire).

After having caused a riot in Nordagaat in 6028 ASC, he was hurt very badly. His face was damaged beyond recognition, which fuelled his hatred against the authorities more and more. He decided to leave Yardistan behind and gathered a group of his most vocal followers around him.

At that time, he had started to see parallels between his own life and that of the demon Rrakanychan, who had been forced by one of the early Kaisers (most legends talk about Raynor the First) to forever guard the Gate of Balgurd. The demon had been chained to his fate, just like Sighvat and 'his' people. He and his followers soon became fervent Followers of Rrakanychan and travelled throughout the realm. Wherever they go, they assemble dissatisfied people around them - mostly young people - and promise to lead them to a new and better future.

His last whereabouts is the Vale of Angularis, which is far enough of the central authorities to live in relative freedom. His plan are however a lot less peaceful than most hope they are.
In front of the palace is the famous equestrian statue of Praetor Nicholas Raglan, and its legendary cast-iron Front Gate both keeps out non-members and serves as a meeting-point where they can protest the body's actions. The Palace also has a much less conspicuous Back Gate, built by Nicholas Raglan as a secret escape route during a period of tensions between the Kaiser and the nobility. The Landsraad is the name given to the federal legislative body within the Imperial Republic of Shireroth (if the Kaiser isn't counted in). The members of the Landsraad gather in the Palace of Zirandorthel in Shirekeep.

The Landsraad
The Landsraad is the federal legislative body of Shireroth. It is primarily made up of the nobles of the land, with some commoners thrown into the mix. The Landsraad is overseen by a Praetor who acts to organize, tally and close votes.

The word "Landsraad" is ultimately from the Danish, meaning 'council of the land'. It was imported via the Dune novels by Frank Herbert. In Dutch, a recognised language within Greater Audentior, it has the same meaning as in Danish.

Current Composition
The Landsraad is currently composed of all (lower and higher) nobles of Shireroth. This means that every citizen with a county can vote and discuss matters in the Landsraad.

The older system only allowed the Dukes to vote. While there is a call to reintroduce that kind of composition, it's proposed to stay with the current composition of the Landsraad and introduce a council of Dukes which can veto Landsraad decisions.

Cimmeria is a group of islands in the strait between Hyperborea and Elwynn. It is currently part of the County of Illumination and Cimmeria in the Kingdom of Elwynn.

Cimmeria has a long and convoluted history. It was originally created as an independent micronation by Ryan Caruso around 2001, later joined the Hegemony of Alexandros, and eventually ended up in Shireroth. Its early history in Shireroth is unclear, although both Ardashir Khan and Aurefiction Auraumbre were residents at one point.

Caruso originally envisioned the islands based on the writings of Robert E. Howard's Conan the Barbarian stories. Many early elements of Cimmeria borrowed from this heavily, including the name. The islands were each intended to represent a different clan of Cimmeria, which were all united by the Crown Clan of Wolfraven. The islands were said to have been settled by explorers from the Isle of Volsung in Hyperborea, which lays not far to the north of the archipelago. The Cimmerian culture eventually developed more of an original identity as more people began to contribute to it.

Most of its cultural development comes from Unaimed Arrow, where it was cast in an unsympathetic light as a frozen swampland full of unfriendly people. It has also been mentioned that the island has a large Hyperborean minority population, although this theme has never been developed.

The Battle of Cimmeria, a fictionalized account of a real battle between Shireroth and foreign "hackers", took place there. The fictional Battle of Wolfraven, in which forces loyal to Kaiser Los II sunk the Yardistani battleship Inevitably Destructive In All Circumstances also took occurred in the island's capital. The Khan of Vijayanagara has used Cimmeria to test weapons, to little lasting damaging effect.

In recent years, Cimmeria has gained notioriety for being home to strange militaristic cults and independence movements, such as the Holy Church of the Divine Icebear.

Kaltor Win'Eth, Count of Skyla, ascended the Mango Throne in 6027 ASC when his uncle, Kaiser Raynor XII, abdicated in the favour of his nephew. He took the name Kaiser Brrapa VII, referring to how Raynor the First made his own son, Brrapa I, the Kaiser. He's played by Jonas and member of the Line of Win'Eth, a minor Dynasty.

Reign
Brrapa's reign started in silence. After having received the news of the abdication of his uncle, Brrapa had locked himself up in his room, and avoided contact with others for over five days. Servants feared that he had gone mad (or at least madder than most of His dynasty), but on the sixth day this seemed false alarm.

The new Kaiser informed those who wanted to hear it that he had prayed to the gods non-stop in the hope of guidance. No god had visited him during these days and it had almost brought him into dispair, till he understood the meaning behind this: the gods wanted him to think for himself instead of depending on them. Happily, and hungry, he left his room and started governing over those who he could call his subjects.

A series of reforms were launched during the early years of his reign. The Mango-Strengthening Movement was established in 6033 ASC in the hope to reform the armed forces (till then there was no clear jurisdiction for State and Imperial forces) and revive certain cultural aspects of Shirerithian society. The armed forces, with exception of some small elite units, would be led by the States, while the Navy would only serve the Empire and not the States.

The legal system received new buildings (subfora) to bring order in the chaos of the many Decrees, Laws and Treaties (and which often overlapped). The Tower of Bureaucratic Despair came into existence and was meant to honour Kaiser Ayreon III. At the same time, in an attempt to finally not get lost in the streets of the Ancient City, several cartographers were hired to finish Shyriath's work at the map of the Imperial capital.

He also hoped to achieve the re-establishment of Yardistan as a Duchy (a seperated State), possibly even under personal union of Goldshire.

In the spirit of the other Win'Eth Kaisers (who all wanted to impress their descendants with building palaces), he ordered the construction of the Gates of the Guttuli at the estuary of the Elwynn River.

The Wintergleamish, also known as Wintergleamers are one of the Twelve Peoples of Elwynn. They are chiefly composed of people of Storish descent which have a significant overlap with the Froyalanish. There also is a quite diverse group of people who are referred as Wintergleamers, but have no real identification with any other of the Twelve Peoples of Elwynn. To distinguish the two groups are the former referred to as the Haraldian Wintergleamers, and the latter as the Fenririan Wintergleamers.

Areas of Inhabitation
The Wintergleamers of Storish descent form the vast majority of the population in the Wintergleam area, which roughly corresponds to the eastern part of the Old East Princely Precinct called the County of Agnesia and Wintergleam. The Fenririan Wintergleamers live scattered all over the aforesaid Old East Princely Precinct.

Human(oid) Races
The Haraldian Wintergleamers are chiefly composed of a human race called Vanamaðr and sentient humanoid beings like elves, dwarves, merfolk, faeries, etc. Wintergleamish Elves are refered to as Álfarnir. The Fenririan Wintergleamers are virtually all humans.

History
The Wintergleamers of Storish descent came to the Wintergleam area from Araxion after Harald of Froyalan, who previously was the Count of Araxion, had been appointed Count of Wintergleam. A second wave took place during Harald of Froyalan's Ducal Reign and the name of the Lands of the Two Sacred Rivers was Froyalan. The Fenririan Wintergleamers are either the pre-Haraldian population or arrrived in Wintergleam during the tenure of Count Leo Fenrir who was the successor of Harald of Froyalan as Count of Wintergleam.

Religion
The vast majority of the Haraldian Wintergleamers profess the Froyalanish Ancient Ways although there are few of them who belong to the Bovic Faith and the Hurmudanish Faith. The Fenririan Wintergleamers profess miscellaneous religions including the Sheepist Church.

Languages
Among themselves the Wintergleamers of Storish descent speak Froyalanish, Valtian, Hurmu Norse, and Wintergleamish. They communicate with others in the Common Tongue. The Common Tongue is the only language that is spoken by the Fenririan Wintergleamers.

Stereotypes
The following stereotypes float around among the other Peoples of Elwynn concerning the Haraldian Wintergleamers: Deeply religious. Strong and tall. Tough as nails. Inhumanly handsome. Hardworking and hard-partying. Nudists. Vikings. Overpaid, oversexed, and over here. Legal eagles. Dashing gastronomes and bon vivants with schwung and joie de vivre. Excessively fond of pomp and pageantry, extravaganza, hólmganga, and pit fighting. Stereotypes about the Fenririan Wintergleamers: farmers, gold-diggers, sheep-lovers.
The Tapferites are one of the Twelve Peoples of Elwynn.

History
Tapferites first moved to Elwynn from Natopia during the reign of Duke Harald of Froyalan, settling mainly in the newly founded city of Smjörkyr. When Nathan Dariolin became leader of Iserdia many Tapferites also moved to Glenfiddich and Frieden. A community of Tapferites also live in Eliria following Nathan's reign as duke. The community expanded during Nathan's reign as prince of sovereign Elwynn. Some Tapferites have relocated in recent times to the city of Erion in western Amokolia.

Tapferites Today
Tapferites represent a combination of several Natopian ethnic groups: Mehl, Haas, Athlonic, and Draconian. Today they are culturally distinct from other Elw or Natopian groups. They retain some elements of Natopian traditions such as serving bagels and juice at public events, upholding the Bovic faith, and retaining a futuristic aesthetic in apparel and architecture. They have adopted Elw names for themselves and mainly speak Elw.
The Froyalanish, also known as Froyalaners are one of the Twelve Peoples of Elwynn. They are a mix of native Vattnalanders and Jorvikkers as well as people of Storish descent. The areas where the Froyalanish constitute the majorty of the population are collectively referred to as Froyalan. They are among the three largest population groups of the Flower of the North.

Areas of Inhabitation
Froyalaners generally live on the northern coast - as well as the islands along that shore - of the Princely Precinct called the Kingdom of Amokolia as well as in and around the areas of the Sjöhöfn, a Princely Precinct which is composed of a group of seven port cities, to wit: Avaldsnes, Esthersbýur, Fjǫrleifsbýur, Haraldsby, Hyfrost, Joelsby, and Noahsbýur. The Sjöhöfn are also known as the Septue Ports, the Federation of the Seven Ports, or the Federation of the Seven Harbours. The Froyalanish also form the vast majority of the population of the Principality of Arietta, the Jarlorð of Jorvik and the Duchy of the Lady Esther Isles.

There are also notable Froyalanish communities in the Princely Precincts which are known as the County of Araxion and the City and County of Eliria.

History
Aside from the native Vattnalanders who have been living in the Vatnaland area of Amokolia since time immemorial, Froyalaners came to Elwynn in four waves:

*The first wave happened when Harald of Froyalan was Count of Araxion. A signification portion moved to the Old East with him when he was appointed Count of Wintergleam several Elw years later. Those people are nowadays known as Haraldian Wintergleamers;
*The second wave took place during Harald of Froyalan's Reign as Duke and the name of the Lands of the Two Sacred Rivers was Froyalan;
*The third and largest wave was triggered by the ascension of the Storjarl Thorstein Noah to the White Orchid Throne;
*The fourth wave, which has an overlap with the third wave, occurred when the Jarlorð of Jorvik became a part of Elwynn.

Religion
The vast majority of the Froyalanish profess the Froyalanish Ancient Ways although there are few of them who belong to the Bovic Faith the and Hurmudanish Faith.
The Absentians are one of the Twelve Peoples of Elwynn.

Cabsentians
Cabsentians are a subset of the Absentian population group which is predominantly composed of farmers. The Cabsentians first rose to prominence during the stay of Simon Barentsz-Edward in Northern Absentia (an island currently part of Stormark). Barentsz-Edward reformed the cabbage agriculture on the island and poisoned Elijah Ayreon, the Prince of Elwynn. After repercussions from the Duke of Elwynn, the Cabsentians fled Elwynn. Simon's son, Warner Barentsz and a large group of Cabsentians started farming in Kitanus Fields from where they attacked the city of Shirekeep, leading to the Cabbage Crisis. The Cabsentians in Kitanus Fields were forced to flee when the province was attacked by the Garlicians. Some of them now live in Warnerscolony in the Jingdaoese province of Overantya, others live in Michaelionsdorp in Cape Farewell, Elwynn, others still live on the island of Gong in Jingdao. Those who live in Gong tend to be followers of Mordechai Kraut, who was Minister of Military Affairs during the Kildari secession and whose loyalty to the Imperial Republic was flaky.

Most Cabsentians are either supporters or members of the Coalition of Absentian Farmers which:

* opposes separatist movements in Elwynn;
* wishes to legalize the production of all varieties of cabbage;
* wishes that Duke Alaiaon is recognized as the true ruler of Elwynn during the period of independence.

Notable Cabsentians
* Simon Barentsz-Edward: leader of the carabineers of Northern-Absentia, poisoned Prince Elijah.
* Warner Barentsz: leader of the rebelling cabbage farmers who sacked Shirekeep.
* Mordechai Kraut: Minister of Military Affairs who mutinied against Shireroth.
* Bennie Barentsz: peaceful farmer
Bio: A recently discovered offshoot of the Line of Grifos. Archaeological evidence in Dracoheim, Natopia, has uncovered links to the Dracoheim culture on So-Sara. A certain poorer segment of Draconian So-Sarans began to adopt nomadic lifestyles around 1400 BSC and a substantial migration occurred around 1300 BCS. Kaiser Loki I was rumored to have spent some time in the Dracoheim brothels during his reign (b1584–b1523) and many oral traditions of the Draconian families, including the Drakires and Draklands, make reference to a great king as ancestor whose descendants will eventually earn their rightful place in the world according to their royal blood.

It has been theorized that this group of nomadic Draconian So-Sarans island-hopped from So-Sara, to the Yardistani islands, to Istvanistan, and finally to Yellow Island where they eventually settled around present day Lindstrom, Natopia, where they flourished and became established until the disastrous first contact with Nett Opaegh.

The Line of Drak has connections to Elwynn through the Drakire/Rakira branch and Goldshire through the Drakland branch.<br>

Imperial Decrees
In an attempt to clean up the legal mess his predecessors had left behind, Ayreon tried to gather a list of all decrees which were still active during his reign. He succeeded and the Realm saw a period of order and justice it had never seen before, but his successors were not as enthusiastic as him. The Tower of Bureaucratic Despair was constructed in his honour almost 350 years after his death.
The Tower of Bureaucratic Despair, or to unforgiving bureaucrats known as Tower of Sardonic Joy, is a building in Shirekeep near the Palace of Zirandorthel (the seat of the Landsraad). It houses copies of all laws, Decrees and Treaties still in effect. It was constructed by Kaiser Brrapa VII in 6035 ASC in honour of his predecessor Ayreon III, who had made an attempt to clean up the legal mess that his ancestor had left behind. Needles to say that the great work the Kaiser had done soon was in vain when his own descendants neglected to keep their lawbooks up-to-date.
