Imperial Decree 4L27 - Slavery

It has been brought to my intention that the horrid institution of slavery may still be being practiced in the hither portions of Our Realm. Therefore, I Loki, Kaiser, being the Fourth of the Name, do decree the following:

1- Any person found to be in slavery or involuntary servitude, unless that person has been found guilty of a crime by an official court, shall be henceforth free.

2- Should any slave be brought into Shireroth, or should any slave find their way into Shireroth by any means, that slave shall be free from the moment of the crossing of the border, or the entry into territorial waters, or the crossing into Shirithian airspace.

3- The Landsraad in empowered to regulate the punishment of those who violate this decree.
