We add now to that the question of interfering with the Landsraad. Since the Praetor is the officer of the Landsraad, and since the Landsraad clearly intended the Preator to have no more than two nationalities including their Shirerithian nationality.

I.D. 347 changed this, but doesn't this decree violate the Charter by interfering with the Landsraad?
