Impossible? No. Unlikely? Maybe. We should not shy away from doing right merely because it is difficult.

Not really. The Kaiser can propose new procedures and the Landsraad can vote on that, so no violation of the Charter.

The Kaiser's still an ordinary citizen, and anyone can suggest an idea for reform in any area. Except of course when it involves... DEMOCRACY!!!

When you update the Decrebook, I would suggest seeing if instead of adding to it, you can add to the lawbook instead. I'm of the oppinion that only law that MUST be above the Landsrad be put in the Decreebook. Since the lawbook inherently given power by the power of the Landsraad, if it has something they can't do in it, it violates the charter.

I have no intention of violating the Charter. If I thought I could decree that to death, I already would have.
