General Membership Treaty

Treaty of General Membership
1. There is a commonwealth
2. Nations may join it with consent of the general membership
3. The commonwealth's day to day operations are headed and overseen by a <insert fancy title here>
4. Some fancy way to determine the <fancy title here>.
5. Nations may leave at any time, but need to say so publicly.
So, how do we want to structure the General Membership Treaty?
What shall we call the head of this?
Should there be a head?
How is he/she chosen?
Should we have a Assemble to vote on membership?
Do we have to vote on new members?
Can people leave at any time?
What shall we call the membership Treaty.
I see this treaty as the core of the commonwealth, it will establish the commonwealth, the chairmen who keeps things organized, and perhaps a body of reps to vote on membership..etc.

1. I kinda like what you said at the top...
2. I dunno; I was talking to a Hungarian fella about catholicism there and he told me the Catholic head of all Hungary is called the Primate. I liked that.

Treaty of General Membership
1. There is a commonwealth which shall consist of all signatory members of this Treaty. All member nations may send one representative to the Commonwealth Assembly.
2. Nations wishing the join the commonwealth must be approved by the Imperial Republic of Shireroth. With a 2/3rds majority the Commonwealth Assembly may reject this acceptance.
3. The commonwealth's day to day operations are headed and overseen by a chairman known as the Primate which shall be a permanent position once appointed. The Primate oversees the Commonwealth Assembly.
4. At any time the Commonwealth Assembly may hold a vote of no confidence and remove the current Primate. A simple majority (50%+1) is needed to remove a Primate and elect a new one.
5. Nations may leave at any time, but must give public notice of their intent to leave this treaty for it to be recognized. Upon leaving this treaty the departing nation is removed from all other treaties dependent upon this one.

The Kaiser is pleased.
There is another definition of Primate - however, unless a dolphin or a Chelkran is elected, it should still be appropriate.

Seems not. I think this could be developed but then again this is the very basis, not even the skeleton of the body... so I dunno. Maybe we could run with it.

Why this level of democracy? Vote of no confidence and stuff? Assembly? I fail to see anyone heading the commonwealth who is not at the same time the Kaiser of Shireroth.

There is a difference between "Head of the Commonwealth" (Kaiser) and "Operations Manager" of the Commonwealth (Primate).
"Head" will most likely be QE2-ish.

Will the layered treaties be stacked - i.e., will all the treaties of one level be required to sign the treaties of another? So for example to get involved in a possible international economic effort with Shireroth, a nation would have to recognise the Kaiser as Head of State?

No requirement, correct. I just listed them as Tiers to show how certain paths stacked. Think of it as a Skill tree in some games... or a Charm Tree.. or whatever...

Who appoints the Primate? I think once that is clarified Natopia will be willing to sign the treaty.

The nations would each send a rep to the Commonwealth Assembly, and that would elect the Primate, or replace him if they want to.

Does anyone have any suggestions re: this, any ideas? Anything to add? Anything you disagree with? Anything that needs rewording?
I think it's pretty damn good and we don't need to make any changes.
