Pursuiant to Imperial Decree 300, the name of the Hall is to be
Gryphon Avocatio Hall.
In additon to the disiplines set down in Decree 300, the is to be a Chair of Yardistani Studies.
So let it be Written, Translated, and Written Again!

We could take down the houses in the Babhkan (Foreign) Quarter and replace it by the Hassan Plaza.

Well, the map *is* from about a thousand years ago. Perhaps you should draw a new one.
