MCS / Cartography

I wasn't around for MiniCart. Did it wilt as part of the general wilting, or was there another reason?- A law for MCS claims. We really need to have a law that actually tells who in Shireroth can make what claims. A good, simple principle would be that dukes can post modifications affecting only their duchies without asking anyone (and can give that power or parts of it to other people as they like), but any other changes have to go through the Landsraad or the Kaiser. Or we could resurrect the MiniCart and just make all the cartography go through that.
