I agree with you, they can't if they have any sense of decency, but the law clearly states:
Imperial Charter Article I Section D wrote:The Steward of Shireroth shall be vested with all the Executive, Legislative and Judicial powers of the Kaiser but may not repeal or amend Imperial Decrees of the Kaiser.

Traditionally they are called Steward Decrees. Not Imperial Decrees, though they use the same count and have almost the same power.
