We direct the Landsraad to hold an election for steward as soon as possible.
Until such time that a steward can be elected, Lord-Consort Absentia will act as Steward pro tempore. He shall earn 2.50 erb for every day that he holds such position.

It's more the need to pay a regular salary and the erb cost that entails, rather than the actual act of paying (I'll just wait till the new fellows in and then pay Corey what he's owed).
