by Kaiser Ayreon
Ayreon, by the Grace of Her Most Sacred Lady, Kaiser, Prince of Hvalafell, Count of Shirekeep, unto the Gods of the Cedrist Might, the Lords and Ladies of Shireroth, and the Good People of the Empire, greetings --
1. There shall be established under the Registrar a Register of Avatars and Personas;
2. Citizens and all denizens deemed to have settled in Shireroth shall declare to this register any d all alternative characters, identities, personas and avatars of their will, that are also known commonly as `papels“;
3. This shall be done to avoid instances of any erroneous payments to non-entitled characters and to ensure that there can be no confusion of citizen and non-citizen, or person and non-person;
4. The penalty for non-compliance may be determined by the Kaiser;
Done at the Imperial Palace of Shirekeep, this day of Vivantia, 15th day of Qarbinionsmoon, MMMCCXCVIII ab sectora condita.

This kinda strikes me as ineffectual. If someone doesn't want to reveal a papel, they aren't gonna register it. If they have one, and it's secret, with it's own accounts and stuff.. I doubt they will reveal it.

But if they are caught, now it's clearly illegal.

Didn't we already pass that law.. or did it fail?
So this means we'd HAVE to prosecute scott.

No it doesn't. This decree was made after Scott's confession and there is no clause for it's retrospective application.

"would have to" vs. "have to" note the would. If this had been in place but a day earlier, we would have had to prosecute Scott.

Yes, and myself and Hesam for running Carnehan and Dravot. And besides it only really applies once the register is established.

We discussed this previously (see
here and
here), and it failed for what I thought were pretty good reasons.
There's already a Distribution and Fraud act that condemns using papels to get free money. Money's not an issue.

With all due respect to the nice man keeping my chair (or Erik's, or Hesam's, or Ardy's) warm....
The effective way to do these things is to float the ideas in the forum or the Landsraad. Throwing around decrees with ABSOLUTE AUTHORITY that no one pays attention to merely waters the Kaiser's authority and hastens the day of Mors V!.
My alter egos are no secret, but I will be double gol-darned if I'm going to register them, just on principle.
BTW, if this is enforced, I'm off to Maraguo on general principle for the remainder of the current administration.

For 2 erb and a sandwich, I'd rise in more rebellion than usual.

This is rather silly. True papels shall be rooted out. Fake papels (like Billy Phish) are obvious and don't require registration, in that the explicit need for registration removes most any sense of mystery and RP.
