I suggest that the Landsraad add a provision in the procedures allowing a majority of the Landsraad to overrule an action or ruling by the Prætor.

Who would declare the overruling passed though?

The Kaiser or Steward perhaps

The Prætor of course. I also consider the declaring of bills and whatnot to be rather superfluous. One could argue that a bill passes when it receives a majority of ayes and that the declaration is a mere formality.

I agree, I suppose though that since the praetor is also supposed to update the books, its sort of a nice easy benefit for all the other work he does.
