As head of the Imperial Judex I ask for the immediate resignation of the Steward for violation of the Charter, and Imperial Decreebook. I have no powers to, at this time, enforce any sanctions against the steward. But his blatant and flagrant disregard for law, and the status of the Imperial Judex compels me to make this request.

Further, Imperial Decree 296 has been declared by the Imperial Judex to be in violation of the Imperial Charter and Imperial Decreebook. While the Judex may not unilateral repeal this decree, I ask that the Kaiser step in and repeal the decree, otherwise it will be in the Judex's duty to bring it before the Landsraad for repeal.

Even further, to clarify, the Praetor is a Officer of the Landsraad, as such is a integral part of the Landsraad itself, and is thus under the protection of the Non-Interference clause, in regards to his duties and functions in and over the Landsraad.

This is the, at least, second time in recent history that a Kaiser/steward has tried to directly interfere in the Landsraad's operation. This trend is worrying to me.

That, sir, do they call creating a responsible government.

Atleast, that is what I heard.

Your request for my resignation is noted but with the utmost respect rejected. I am the Kaiser's servant and shall answer to none but him.

I find Ardy's resignation to be a tad excessive. Everything he's done has been just, for the good of Shireroth and the Imperial Republic, and arguably in line with the Charter - regardless of whether it broke it by a smidgin, he didn't intend to. So I fidn your call for such a punishment quite overboard.

Decree 296 is in violation of the Charter. That is not up for discussion. The Prætor is protected by the non-interference clause. Decree 296 violates that clause, as well as at least two provisions in the DecreeBook. The Steward willfully violates the Charter, knowing that only the Kaiser can repeal it since the Judex cannot get a unanimous vote in the Landsraad. The Steward, indeed all officers of the state, needs to comply with the Charter. It is not a document to be ignored just because you can.

Yes, the Arbiter has ruled. However, the Arbiter is in NO position to ask for the Stewards resignation. In fact, the Steward can dismiss the Arbiter.

I see. You and I have different interpretations on how the laof Shireroth works. In truth, the Charter is a ridiculous document in reference to it's "controls" of the Kaiser. The Kaiser can edit it however he wants. What's that? He needs the Praetor's approval? Oh, you must mean that guy elected democratically by the Landsraad. Heh, yeah. The Landsraad populated by Dukes. Dukes who rule Duchies. Duchies which can be created or destroyed by the Kaiser at will.

At any time the Kaiser could ignore the Charter... because if we don't like it, he can change it. It just makes it easier if he ignores it rather than changes it. This is autocracy in action, and I love it.

Everything I did has been just, for the good of the Imperial Republic and Shireroth too. But I get forced to resign if I just say 'approved' instead of 'passed', while there is nothing that tells me to say it that way. But in Ardy's case: he ignores the law, but don't resign.

I don't ask him to resign, of course.

As the intention behind Decree 296 was to bring the Praetor to comply with the request of Lord Straylight and Lady Lumia I believe my actions we done with the common weal and public good of the Imperial Republic of Shireroth in mind and accordingly although I do not believe I have acted unlawfully I cite to you all the following from the Lawbook (1.1.3 C: Non-Malicious Acts):
1. Should anyone break a law, but do so either as part of a non-malicious act or for reasons that are obviously good ones and beneficial to the nation, they will not be considered guilty and will not be subject to the normal punishment.
Therefore I do not feel that it is necessary or appropriate for me to resign. I caution that any further pursuit of this matter will result in disciplinary action for those office holders found to be involved.

In light of the Praetor's considered and intelligent reply, and also the processes now underway in the Landsraad, Decree 296 has been repealled.
