To be added to the Lawbook as a new chapter.
Chapter ##: The Kehl
A. Definition and Subordination
1. There shall exist, within the Landsraad, a council of Barons known as The Kehl.
2. The Kehl shall consist solely of the Barons of the land.
3. The Kehl, being created by the Dukes of the Landsraad, is subordinate to the main body of the Landsraad.
4. The Dukes of the Landsraad, or the Kaiser, may dissolve or dismiss the Kehl at any time.
5. The Kehl, and its members, may not violate the Charter, Lawbook, Decreebook, or any imperial law or decree set forth by the Kaiser or Landsraad.
B. Powers and Restrictions
1. The Kehl has no authority over the Dukes of the land, the Landsraad as a whole, the ministers, or the Kaiser.
2. The Kehl may not edit, amend, or in any way change the Lawbook, nor the Procedures of the Landsraad.
3. The Kehl may create, without outside interference, its own internal rules and procedures.
C. Further Stipulations
1. The Praetor of the Landsraad may speak at will within the Kehl; as the head of the Landsraad as a whole, and a representative of the Dukes of the land.
2. Dukes, unless allowed by the Procedures of the Kehl, may not speak within the Kehl.
3. Barons, unless allowed by the Procedures of the Landsraad, may not speak in the Landsraad.
4. The Kehl, with permission from the Landsraad, may appoint a representative to speak for the council within the Landsraad.
Shall we try again.

So what does it actually do?
And why is there no section B?

It's just useless and bureaucratic but sounds nice.

It's a Landsraad Front Gate for those slightly more noble than a count... maybe we could have a Duma for the counts so that they don't feel left out, and then perhaps a Alþingi for commoners and papels. None of them will have any power but the castes will all be able to bitch about how they are being done down by "The Man".*
*"The Man" in this instance being the Kaiser, Hasan, Jacobus and Erik on a more or less permenant rotation.

Counts aren't nobles...
There will be a B shortly.
And yes. it has no powers at the moment... That would/should change.
Perhaps.. give the Kehl the power of 1 vote, cast by it's representative, equal to the smallest ducal vote.

You forget that with the economic system one vote is worthless.

One vote is not worthless if it is equal to that of the smallest Ducal vote, as Erik just suggested.

I think the smallest ducal vote is either Brookshire or Kildare in the 200 -300 range.

The Barons have already influence on the Landsraad with the economic system. And they can speak in the Front Gate. And I don't see why they really need votes.

To give them real power. To help balance out the imbalance of power between the Duchies. To give them a place to talk without commoners (not that we have many). To give them a sense of power. For fun? Because if we don't want it later we can just turn it off; so it does no harm to have it.

Will not make a large difference, except that first the Kehl needs to vote (with all the Barons) and the Landsraad needs to wait on what they voted.
To give them a place to talk without commoners (not that w have many).
Like you said, there aren't many and commoners can give some good ideas too.
To give them a sense of power. For fun? Because if we don't want it later we can just turn it off; so it does no harm to have it.
Very funny. Like the Khan said... after this we can create a council of Counts for
fun.

Actually, with Musica moving to Brookshire, and Kildare already having one of the largest votes, I think either Straylight or Elwynn is the smallest vote... (Straylight has, like, 300 and Elwynn has, like, 215).

Give Barons back the power to talk (but not vote) in Landsraad. We can influence voting through the economy now. We don't need a separate council.

How about...no :P
But seriously, if you need to comment, do it here...

I'm a minister, if it involves economics (and doesn't everything?) I still can ...

Indeed. Likewise for me if Ari gets his vote back and the topic relates to foreign affairs. But you as a Baron seem to be very much able to comment on the Landsraad here, no?

No. Well, certainly not as easily ...
