The legendary second half what was forsaken by the nobles of Shireroth.
3. Voting
A.
1. After a bill has been presented, there is a period of exactly four days (96 hours) during which the members of the Landsraad can vote on it. Each member has one vote with a value outlined below, which he or she may cast in any unambiguous way to represent a vote of aye or nay, on any bill during the voting period. A vote only applies to a bill exactly as it has been presented. At the end of the period, the Praetor counts the votes, announces the result, and if the ayes outnumber the nays, updates the LawBook with the changes.
2. The value of The Erb shall be pegged to a vote in The Landsraad. The total amount of erb held by the combined sum of funds in the accounts of a given Duchy will be counted as the total amount of votes that the voting member has within the Landsraad. Only Dukes have a voting right in the Landsraad, either Aye or Nay.
3. There is no section three.
4. The Ducal voting shall be public, and the amount of erb in each Duchy shall be tabled at the conclusion of each vote. Erbs in Shirekeep will always count as an Abstain vote.
5. The Kaiser may not use the balance of The Household Account to vote in the Landsraad, but may use the balance as otherwise desired within the limit of regulations stated in this Law.
B.
1. Erb counted toward votes in the Landsraad are not terminated at the end of each vote, but may be reused and reflected in the gain and loss of currency within the account of each voter.

Straylight vote nay. Too complicated.
Plus, it will make Straylight the duchy with the lightest vote! Like hell my vote will be the lightest!

Kildare votes Nay. Same reason as Straylight.

Yardistan votes Aye.
It's good to see laziness and a lack of understanding are more important to the Landsraad than experimentation and innovation these days.

This looks fun:
kildare 480
elywnn 215.00
straylight 300
brookshire 240
yardistan 459.99
Although when this was updated last, I don't know...

Wait. I'm mightier then the other Dukes? Maybe I need to change my vote
No, I will not. It's not fair for the other, smaller duchies.

So if there was a Duchy with one Barony and one County and indeed one citizen who was a Duke, his vote deserves to be worth as much as a 20-citizen Duchy just because they are both called "Duke"?
It's a shame you believe Jonas that the title of Duke outweighs the people within it, but I can't change that.

It's to dangerous giving certain duchies to much power, just because they are rich. It will not help governing this nation better.
1 duke, 1 vote. Easy and works fine.

Actually it WOULD help govern the nation better. Since the people that do the work are rewarded and the people that just bitch and moan become unimportant.

Although the Count of Hyperborea does not have the entitlement to speak in the Landsraad, as his Duke, I, however, endorse his observation.

No, those who have money are rewarded. And having money isn't equal as being active and helpful.
Duchies with old accounts have an advantage and I don't like the idea having one or two Duchies having all the power. Most of the less active and habitated duchies are culturaly more develloped and deserve more votes.
And you are
not allowed to speak here, mr. Jayatar.

However, as MiniTrade, I am. I think the honourable Count is referring to the fact that in the original legislature, those declared dead forfeit their bank balance (I can't remember the exact details but I suspect not being on to fill the census in within a month qualifies you for that). At best an "old duchy" would retain the pure advantage of retired citizens for a couple months.
Whereas "having money is equal as being active and helpful. The point is the government should pay you out when you help develop the nation. If people are really worried about the 20 citizen duchies, the treasury can be funded by a flat head tax (that is, say, 20 erb from every citizen, regardless of rank). The money is then redistributed to those people who do work. In that regard, "older" duchies would be at an advantage because their citizens are more likely to have accumulated more erb through doing more for the nation.
Put it another way. It's like asking Erik's opinion as founder, as if his vote or voice counts more than any other single citizen's (say, Jess'). It's as if we de-facto gave Erik an extra 500 erb. This just quantifies that sort of thing, and gives those of us who haven't been here 7 years a chance to have our voice weighted slightly in our favour.
My Duke, I URGE you to vote AYE, or at least Abstain, if you do not want to feel further wrath from your Barons you keep ignoring ...

Nay, Kildare votes Nay. The only thing where I will ignore you, Baron the Wise.
Activity isn't equal to money.

Brookshire votes AYE.
I think this is a flawed system, since it equates the money of an entire Duchy with the vote of one Duke. But I think it's better than nothing, it's the only hope for our economy right now, and once it's in place we can improve it later at leisure.

Lovely, now 2 (possibly even 1) duchies strongly outweigh the remaining 3 (or 4)...

Thank you to the Dukes who supported this. I think it's at least worth an attempt.

Thankyou Yvain, Benkern and Ardy. I understand Yvain´s concern its not perfect ... but there´s only so far theory can take you. Now we can finally put it into practice, and come back in a month and fix the flaws that have become evident.
