Whereas, Some county's have more than 1 citizen
Whereas, people need something to do!
Whereas, we have cities!
I Hearby grant the counts power to make a citizen a mayor of a certain city on there territory, with Baronial permission.

Wouldn't it be easier to simply give Counts power to make a citizen Mayor of a city? As Baron you could overrule any of their decisions anyway. As it stands they're gonna have to ask for permission from you...

It's felt like ages! I've missed you.
Okay, it's been days, but so much is going on these days that they feel like weeks. They are weeks-worth of activity. Or months-worth in the days that I joined.
