The Dukes of Shireroth, assembled in Landsraad, acting under the authority granted by the Imperial Decreebook´s sixth chapter (section E, part d), enact as follows: -

An Act to Deter Malicious Papelism

Section One - Citation
(1) This Act may be cited as An Act to Deter Malicious Papelism.

Section Two - Amendment
(1) Chapter IX, Section A of the Imperial Lawbook shall have the following subsection appended to it:
3. False Citizenship Applications
a. The citizenship status of an individual shall be suspended by the Ministry of Immigration if the individual is discovered to be attempting to register another citizenship application under a false identity.
(2) Chapter VIII shall be amended to add a Section P as follows:
P. Crimes Against the State by the Person

1. Crime of False Identity (Malicious Papelism)
a. A citizen who, in order to cause a mistake of another person, uses a name, or declares to have a character, that is not his own, for the purpose of obtaining a citizenship in the Imperial Republic of Shireroth that is supplementary to the one he already posesses, shall be guilty of a crime, called using false identity, and liable to the punishment of banishment from the domain of the Imperial Republic of Shireroth for a period fixed by the Imperial Arbiter.
i. The Minimum Tariff shall be two weeks.
ii. The Maximum Tariff shall be twelve months.
b. A citizen who, in order to cause a mistake of another person, uses a name, or declares to have a character, that is not his own, for the purpose of enhancing the Imperial Republic's internal simulation of public life shall not be guilty of an offence provided that no attempt is made to pass off the character as having an existance external to the narrative or to utilise it in violation of the above provisions.
Section Three - Enactment
(1) This act shall go into effect immediately upon passage
My noble friends - the aim of this law is to prevent the repetition of the silly mistake made by Jess the other day. This will be achieved principally by ensuring that such mistakes shall in future have attendant consequences for those who make them. This bill also includes safeguards to protect the Admiral Quirks of this world from overzealous prosecution.

Explain how - you changed your name for in-sim purposes rather than attempting to register a new citizenship. There is no issue.

That's not where the issue arises. I just can't pick between having fun busting people for this over and over or eliminating the annoyance of people trying...

Well we don't get to bust them at all if it isn't a crime.

I'm concerend about the rampant lawyerism manifesting itself in Shireroth currently. A simple Kaiserial slap on the wrist or censure by the community should suffice.

There is a viscious cycle in MNs. The more laws that are passed, the more people that want to enforce them. This leads the Jesses and Jacobuses and others to find creative ways to avoid and circumvent the laws, which leads to more laws, etc., etc. which in time leads to everybody being a "criminal", save a handful.

This one is easily circumvented by proxies or by merely logging in at most hot spots.
Straylight revotes NAY! I like this reasoning...

Huh? The purpose of this act is to ensure the punishment of those who violate the rules of this community. Obviously it would not be possible to punish Jess retroactively under this but it will be possible to ensure that those caught subverting the state in future are suitably punished.

Brookshire Votes Nay.

What if someone simply wants to not be themselves for a while?A fresh start.
I have violated this law several times, though people didn't know.

Plus, the minimum punishment seems a bit severe. 2 weeks banishment?
I could see this being a law that isn't bad. I kinda like it a little. But I'm worried it's a bit harsh.
If the minimum punishment was reduced I might support it.

That is rather the point of this:

Too severe? My Lord, it is unduly lenient! :p

Kildare votes also Nay.
This text (that Liam posted in a quote) shows what I think about it:

Errm, I think this law is disapproved...

I never said I was a cit under a different name as part of a narrative. When I've been gone... I wasn't always gone....

The law is circumventable yes - and that is why there is provision for punishment when those who partake in bending the rules slip up and get caught.

Yes, well another victory for the madness of crowds. Congratulations gentlemen.
I never said I was a cit under a different name as part of a narrative. When I've been gone... I wasn't always gone....
Well if this law had been passed and you had assumed a citizenship under a false identity which had subsequently been exposed you would have been a criminal and - one hopes - justly punished. :p

You could always try again? remove the mandated punishment and I would likely vote for it, or at least abstain.

I think there should be a tarrif to prevent it being either too lenient or too excessive. Would between a week and three months (a Kaiser's reign) be more appropriate?

I just rather not have my hands tied as Arbiter when it came to sentence, in case someone tries to use the law just to persecute someone.

Maybe it should be the decision of the Kaiser and/or his appointed inquisitor (like a "prosecutor-general") who would make the decision to prosecute?

Not sure of the consequences of that, though.

It would be the Kaiser (not bound by the requirement anyways) or the Arbiter who set the punishment. This law doesn't stop the Kaiser from being lenient, but it stops the Arbiter from having complete control over the punishment.

Maybe change the punishment to an suggestion.

The maximum and the minimum sentencing range also serves to prevent the arbiter from being unduly harsh or lenient - he finds the appropriate sentence from between the two ranges.

With the Kaiser providing balance if the sentence seems to him either too harsh or too lenient.

I still oppose having set punishment at all. 2 weeks alone is a harsh sentence in my opinion, for the low end. 2 weeks in my few is actually a fair amount of time.
