The Local Prerogative Bill

A couple of points:
- if you're against it because it removes the quotas on citizen counts, don't be. Those haven't been Shirithian law for a long time, it's just that the LawBook hasn't been updated properly.
- if you're against it because it allows Dukes to screw with barons and baronies any way they like, don't be. The Landsraad should only be concerned with who gets to be a baron if barons have some real power, and barons can't even speak in the Landsraad.
As a matter of fact... I don't think there's currently any reason to even mention baronies in the legislation concerning the feudal system, just like we don't mention counties, except to say they have full privilege to do anything they like in their holdings except what's been restricted of them by their superiors. *considers founding baronies in Straylight in the proper historical order, under counties*
