ANNOUNCING that despite the subsequent non-function of conventional security apparatus in Lower Lunaris, the county is home to a few large well-maintained insane asylums for the more violent elements of our generally-disturbed population,

I the Count of Lower Lunaris do hereby INVITE* the criminal elements of Brookshire, for the safety and security of the Duchy, to enter the Lower Lunaris system of insane asylums wherein their criminal tendencies shall be reclassified as mental disorders and the appropriate 'treatment' will be given (for the electroconvulsive aspect of which a new 1500 MW biofuel power plant is being constructed).

Unmarked ambulances carrying white-coated men with assorted restraining devices shall be touring Brookshire over the next few weeks to identify suitable candidates for committal.

I'm afraid the afore-stated neutral stance of Lower Lunaris, coupled with his Lordship the Duke Regent's inferring in the Landsraad of Brookshirian neutrality forbids me to offer you any assistance to your Kaiserial claim at this time. However, should his Lordship the Duke Regent's position change, or your current position as popularly-supported de facto Kaiser continues for a respectable time, I may be prepared to reconsider my position.
