My fair Duke/caretaker/empty throne/whoever-may-be-the-head-honcho-in-Brookshire-at-this-moment,

I would be most infused with honour and gratitude if you could grant me by official means the Countship of Lower Lunaris over which I previously reigned. Now that I have issued the first draft of my Lunaris historical chronicle I'd like to do any further work on it from a position slightly above that of a plebeian vagabond.

Refer to the old folks for references and whatnot.

I shall be on LOA from Wednesday until end-of-the-week-ish, hence filing the request now to get it over with.

Well, the Duke is out of contact at the moment. I'm Emissary, but that only means I speak for the Duke in the Landsraad.

Not sure who's gonna take care of this. Maybe he should have named a Dukal Steward...

Perhaps I could appeal directly to the Kaiser... depends where the relevant charter/laws/decrees stand on it. I figure you're the man to shed some light on that particular point

Charter says nothing about such things, aside that the Kaiser can appoint nobles. However, the government doesn't recognize Count as a noble title. Thus, the charter doesn't apply. Thus.. the Kaiser can still do whatever he wants!

The only law that truly restricts the Kaiser is the Charter, the rest he can rewrite easily, then do what he wants.

As I will be away for at least one more month, I hereby appoint Count Erik Mortis Brookshire of Monty Crisco as my Regent and my emissary in the Landsraad.

I took the part about "Regent" as opposed to "Emissary" to mean that you also had all Ducal powers.

Oooh, I didn't see that bit.

Seems pretty conclusive. My guess is the Duke intended to confer full powers to Erik, especially given his wording:

my Regent and my emissary in the Landsraad.

...where he delineates the role of Regent seperately to that of Landsraad emissary. Had he wished an emissary-only role, me might have said:

my Regent and emissary in the Landsraad.

(note lack of 'my', suggesting possible meaning of "Regent in the Landsraad" as opposed to Regent in general)

Or simply:

my emissary in the Landsraad.

But the original quote suggests Regent in general with full Ducal powers.
