Can Kildare explain its objections?
Brookshire is oddly on the fence about this...

Our Charter, that isn't active on the moment (I know), tells us: When there is no Kaiser upon the throne the Steward may hold no citizenship outside of Shireroth.
Besides I'm sure that the maximum of two citizenships instead of three for the Praetor and Steward will make no differences. They will not be more active, I think the contrary (some citizens need diversion if you want that they stay active).

The old saying is that if you are really in doubt about something, vote against it.
A halfhearted NAY. At this time.
But this should be revisited in the not terribly distant future.
