Ducal Decree I

WHEREAS We have deemed that, after due review and consideration, that Our Most Magnificent Duchy of Froyalan is suffering under an enormous burden of obsolete and redundant legislation;

AND WHEREAS it is Our Most Ducal Duty to lift the said enormous burden of obsolete and redundant legislation from Our Most Magnificent Duchy of Froyalan;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, decree that:

Ein. All legislation, written as well as spoken, currently in force in the Duchy of Froyalan is hereby repealed.

Tveir. All offices within in the Duchy of Froyalan, save the office of Duke of Froyalan which We currently hold and shall continue to hold, are hereby abolished.

Thrír. Repealed legislation that We may deem as still relevant to Our Most Magnificent Duchy shall be re-instated by Us.

It has come to my attention that people in this glorious province of the world has, since the days of Ardashir the Tyrant, lived in slavery, thraldom and indentured servitude. This is evil and wrong.

When Elwynn was part of the Hurmu barony, the Brida was introduced to Elwynn. The Brida stipulated that all children of Ash and of Elm are equal.

Certain families, often of Ardashirian origin, disregarded the Brida and law of life. They must be punished.

It is hereby declared and enacted that:

No person nor animal may be held in thraldom, slavery or indentured servitude. No living animal nor person may be owned, sold or bought. There may be no trade with humans or animals.

All persons who have been in thraldom are entitled to compensation from their former masters amounting to freedom and 10 Shirerithian erbs for each hour of work, and 100 Shirerithian erbs for each day in thraldom.

Those who have disregarded the Brida and the law of life will be punished to pay, for each animal or person ever owned, 10 000 Shirerithian erbs to the ducal government. The money will be used to put uneducated former slaves in education and projects to enhance their wellfare.

AND WHEREAS the said First Ducal Decree also abolished all offices within Our Most Magnificent Duchy of Froyalan, save the office of Duke of Froyalan;

AND WHEREAS in consequence thereof all Counties and all offices within Our Most Magnificent Duchy of Froyalan were abolished;

AND WHEREAS We have deemed it meet that Our Most Magnificent Duchy of Froyalan be subdivided in Counties;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, decree that:

Ein. The Duchy of Froyalan shall, upon the coming into effect of this Our Ducal Instrument, be subdivided in the following Counties: Hyperborea, Wintergleam, Bjorngard, Cimmeria, Eliria and Utasia, Smjörkýr, Illumination, and Lesser Zjandaria.

Tveir. Each County shall be headed by an individual appointed by Us who shall be styled Count, if male, or Countess if female.

Thrír. We shall have power dismiss any Count(ess) for reasons We deem sufficient.

Fjórir. Any Count(ess) has complete power to do whatever (s)he wishes within his or her County, within the restrictions imposed upon him or her by Ducal Law.

Fimm. Every Count(ess) shall adhere to Ducal Law as well as Imperial Law.

Sétt. This Our Ducal Instrument shall come into effect immediately.

AND WHEREAS it is meet that Our Most Magnificent Duchy of Froyalan should be cemented into a Ruling House that is Stable and Peaceful as well as Prosperous;

AND WHEREAS the Illustrious, Glorious and Most Distinguished Ruling House known within the Micronational World as the House of Ettlingar Freyu is one the most Stable, Peaceful and Prosperous Ruling Houses of the said Micronational World ever;

AND WHEREAS it is Our Ducal Wish and Desire to secure a Peaceful, Stable and Prosperous Future for Our Most Magnificent Duchy of Froyalan;

Ein. The office of Duke of Froyalan shall from henceforth be hereditary within the Membership of the Shirithian Branch of the House of Ettlingar Freyu with eternal exclusion of any and all others.

Tveir. The Membership of the Shirithian Branch of the House of Ettlingar Freyu shall, upon the coming into effect of this Our Ducal Instrument, be composed of the following persons:

Rikard of Ettlingar Freyu;

Sigurd of Ettlingar Freyu; and

Carol of Ettlingar Freyu.

Thrír. The Shirithian Branch of the House of Ettlingar Freyu may also be referred to as the Froyalanish Branch of the House of Ettlingar Freyu.

AND WHEREAS Our Entirely Beloved Noble Cousin Rikard of Ettlingar Freyu has expressed his interest in becoming Count of Eliria and Utasia;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, appoint Our Entirely Beloved Noble Cousin Rikard of Ettlingar Freyu to the office and position of Count of Eliria and Utasia and that he shall assume the self-same office effective immediately.

AND WHEREAS it was stated by Us in the self-same Ducal Decree that We would re-instate any and all repealed legislation that would be deemed as still relevant to Our Most Magnificent Duchy by Us;

AND WHEREAS We were petitioned by Our Entirely Beloved Noble Cousin Rikard of Ettlingar Freyu to re-instate certain pieces of repealed legislation;

AND WHEREAS We have looked with favour upon the petition of Our Entirely Beloved Noble Cousin Rikard of Ettlingar Freyu;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, decree that:

Know that We, Mibaradardame Khorshid va Mah Minamaz dadanam Zurvan, have in the first place granted to Zurvan this Charter which by his Kharenah is confirmed for us and our heirs forever.

May I please the gods by gifting the Elwynnese cities of Eliriashahr & Vijayanagra to my favourite deities B'Caw & Ryvenna as manors for their high priests to hold?

If it be so it is hereby decreed within the city boundaries of Eliriashahr upon acceptance by Hypatia Agnesi, there shall be set aside the whole city, administered as fief and trust and manor, for the glory of Ryvenna.

Within the city boundaries of Vijayanagra, upon acceptance by Shyriath, there shall be set aside the whole city, administered as fief and trust and manor, for the glory of B'Caw

This land is granted continually for all time that Elwynn shall be in the memory of Shireroth or else for all the time that Shireroth is in the memory of Elwynn.

Monument Law of 2024
In front of the old Ducal palace in Eliria a grand monument shall be risen to there stand. The monument shall be called "Ode to multiculture" and the monument shall show statues of the Duchess Greenwood and the Baron Raspur holding each other tenderly in a moral and honourable manner. Both figures shall be portrayed smiling, platonically loving and happy. The Baron shall on his head wear a turban of highest rank and the Duchess a ducal crown, both ornaments of equal height. Both man and woman shall be of equal height. Behind the couple a statue of the Goddess of Elwynn shall stand, one-third taller than the couple. She shall be portrayed with an authoritarian smile on her face. Her hands shall be placed in the air over the heads of the couple, as if the Goddess were praying for them. The monument shall be made out of finest marble and be high in detail. Reparations and maintenance of the monument shall be held as necessary. [...]

WHEREAS it is Our Ducal Wish and Desire to create a Law Thing within Our Most Magnificent Duchy of Froyalan;

AND WHEREAS We require the valuable Advice and Counsel of Our Counts as We attend to the governing of Our Most Magnificent Duchy of Froyalan;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, decree that:

Ein. Upon the coming into operation of this Our Ducal Instrument the Løgting of Froylan, hereafter to be referred to as the Løgting, shall be created and established within Our Most Magnificent Duchy of Froyalan. The Løgtingall be invested, through Our Good Grace, with legislative powers within the whole of Our Most Magnificent Duchy of Froyalan, second only to those possessed by Us.

Tveir. The Løgting may not take any action that violates, contradicts or is inconsistent with Ducal Law. Neither the Løgting, nor any body it creates, shall have authority or jurisdiction over Us or Ducal Law. All law set down by the Løgting shall be recorded in the Law Archive.

Thrír. We shall have the power to, at any time, call the Løgting to session, dismiss the Løgting from session as well as recall the Løgting to session. The Løgting may dismiss itself from Session at any time.

Fjórir. The Løgting shall consist of the Counts of Froyalan. Only Counts of Froyalan may speak and/or vote within the Løgting. Each Count of Froyalan shall have one vote in the Løgting.

Fimm. We shall, as Løgmaður, preside over the Løgting. The purpose and duty of the Løgmaður shall be to call a meeting of the Løgting to order, tally votes, close votes, generally manage, and keep order within the Løgting; as well as keep records of all bills and resolutions passed during his reign. Any bill, act, measure, dictate, statement or order passed, issued by, or put before the Løgting may be vetoed by the Løgmaður for any reason, at any time.

AND WHEREAS it is Our Most Ducal Opinion that the Asgard Calendar would be a fitting and proper Official Calendar for Our Most Magnificent Duchy of Froyalan;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, decree that:

Ein. The Asgard Calendar shall from henceforth be, for all intents and purposes, the Official Calendar of Our Most Magnificent Duchy of Froyalan provided always that nothing in this Our Ducal Instrument shall prevent any County of Froyalan from using its own Official, Traditional or Customary Calender.

AND WHEREAS it is Our Most Ducal Opinion that within the whole of Our Most Magnificent Duchy of Froyalan equality between the said races of humans and humanoid creatures and the many different ethnicities therein ought to be promoted;

LET IT THEREFORE BE KNOWN that We, Harald of Ettlingar Freyu, Duke of Froyalan, Count of Wintergleam, do by this Our Ducal Instrument, in the exercise of Our Most Ancient Prerogative Ducal, decree that:

Ein. All Residents of Our Most Magnificent Duchy of Froyalan shall, regardless of their race or ethnicity, be equally eligible for appointment to public service within the whole of Our Most Magnificent Duchy of Froyalan.

WHEREAS confusion has arisen within Our Most Magnificent Duchy of Froyalan concerning the location of Our Hall;

(d) with commercial or malicious intent, floods the forums of this Most Magnificent Duchy of Froyalan with unsolicited, unwanted, or unwelcome messages, or does the same from or via the forums of Our Most Magnificent Duchy of Froyalan; or

(e) says, writes, prints, utters or publishes any untruthful words that cause someone to be shamed, ridiculed, held in contempt, lowered in the estimation of the community, or otherwise suffer a damaged reputation; or

(f) uses the name of another person with the intent of causing deception or defamation of character; or

(g) in order to cause a mistake of another person, uses a name, or declares to have a character, that is not his own; or

(h) intends, attempts, conspires or makes preparations to detach a part of Our Most Magnificent Duchy of Froyalan by violent or other unlawful means or with foreign assistance; or

(i) intends, attempts, conspires or makes preparations to bring Our Most Magnificent Duchy of Froyalan or any part thereof under the subjection of an outside power by violent or other unlawful means or with foreign assistance; or

(j) intends, attempts, conspires or makes preparations to render Our Most Magnificent Duchy of Froyalan dependent on an outside power by violent or other unlawful means or with outside assistance; or

(k) intends, attempts, conspires or makes preparations to depose Us or any of Our Counts by violent or other unlawful means or with outside assistance; or

(l) usurps or unlawfully exercises any function of government, whether by setting up, maintaining or taking part in any way in a body of persons purporting to be a government or a legislature but not authorised in that behalf by or under the Laws of Our Magnificent Duchy of Froyalan, or by setting up, maintaining, or taking part in any way in a purported Law Court or other tribunal not lawfully established, or by forming, maintaining, or being a member of an armed force or a purported police force not so authorised, or by any other action or conduct whatsoever; or

(m) prevents or obstructs, or attempts or is concerned in an attempt to prevent or obstruct, by force of arms or other violent means or by any form of intimidation the carrying on of any branch (whether Legislative, Judicial, or Executive) of Our Ducal Government or the exercise or performance by any member of the legislature, the judiciary, or the executive or by any of Our officers or employees (whether civil (including police) or military) of any of their functions; or

(n) prevents, or obstructs, or attempts or is concerned in an attempt to prevent or obstruct Us , by force of arms or other violent means or by any form of intimidation the exercise or performance of any of Our functions, powers, or duties; or

(o) unlawfully prevents, or obstructs, or attempts or is concerned in an attempt to prevent or obstruct any of the Counts of Froyalan, by force of arms or other violent means or by any form of intimidation the exercise or performance of any of their functions, powers, or duties; or

(p) promotes feelings of ill-will between different classes or groups of Residents of Our Most Magnificent Duchy of Froyalan so as to endanger the peace, order and good government within Our Most Magnificent Duchy of Froyalan; or

(q) makes rude, offensive, threatening, abusive or other vexatious comments towards an individual or behaves himself in such a fashion towards an individual on, from or via the forums of Our Most Magnificent Duchy of Froyalan that is known or ought reasonably be known to be unwelcome that causes substantial emotional distress in such individual and serves no legitimate purpose.

Thrír. An Ordinance addressing various matters pertaining to the public administration of the Duchy of Elwynn

1. That the Duchy of Elwynn be subdivided in the following Counties: Araxion, Bjorngard, Hyperborea, Cimmeria, Eliria and Utasia, Illumination, Lesser Zjandaria, Smjörkýr and Wintergleam.

2. Each County shall be headed by an individual appointed by Us who shall be styled Earl, if male, or Countess if female.

3. We shall have power dismiss any Earl or Countess if we deem their service to be unsatisfactory

4. Any Earl or Countess has complete power to do whatever he or she wishes within his or her County, within the restrictions imposed upon him or her by Ducal Law.

10. The Froyalans Løgting shall be renamed to the Elwynns Riksdag (Diet of Elwynn). Its powers, as previously established under law, shall remain as the same.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place granted to Zurvan this Ordinance which by his Kharenah is confirmed for us and our heirs forever.

An Ordinance for the Issuing of a Writ of Summons to the Earls of the Duchy of Elwynn, and the rendering of homage to the Ducal Throne

1. Upon the occassion of our accession to the ducal throne we do hereby give notice to the Earls of our Realm that we shall expect them to attend upon our person at the Palace of One Thousand Columns in the City of Ardashirshahr by no later than 3281 ASC and to render commendatio to us.

2. The Earls shall appear before us bareheaded and unarmed, bearing gifts of earth and water from the lands they hold in our name and shall recite the following oath of fealty:
i. "I promise on my faith that I will in the future be faithful to Duke Ardashir, to never cause him harm and will observe my homage to him completely against all persons in good faith and without deceit."

3. Upon the rendering of homage we shall then confer upon the Earl our mundeburdium or Kharenah and with that our mandate for them to continue to rule in our name for so long as their service is pleasing to us and to the common weal of this our ducal realm.

4. Should any Earl fail to heed our Writ within the alloted time then we shall declare their title and their lives forefit and subject their lands to such desecration and despoilation as is fitting for the punishment of the unrighteous.

1. That we are pleased this day to anounce an initial partnership agreement with Automat InCorp for the administration and maximum efficiency reconfiguration of the County of Bjorngard.

2. Hesam Jayatar is appointed to the county as Veritas Installation Technician (Grade I).

3. This partnership aggreement shall be run for an interim trial period after which suitability studies shall be made to determine the suitability of the wider extension of the Automat InCorp franchise within Elwynn.

An Ordinance for the establishment of the Elwynns Riddare

1. There shall established a force of five hundred men at arms for the protection of the person of the Duke of Elwynn and such other tasks as the Duke may see fit to direct them to undertake, including the maintenance of the Personregister.

2. This force shall be known as the Elwynns Riddare (Knights of Elwynn).

3. Each Riddaren shall receive the rank of Legate and receive a Legatine Commission to execute the will of the Duke in the Counties of Elwynn.

4. The Master(Riddare-Kommandant) of the Elwynns Riddare shall be the creation of the Duke.

5. A Ribat (Chapter House) of the Riddare shall be established in each city of the Duchy of Elwynn.

6. The Elwynns Riddare shall be subject to such rules as shall be promulgated by the Duke and the Riddare-Kommandant.
