A Ducal Legislature and Steward?

Brookshire has had them in the past, aswell as a Ducal Steward and other positions...
what you guys think. Should I create a Council of Barons where Barons get a vote on issues, and every resident of brookshire may speak their mind? Should I make one of you my 2nd in command and emissary to the Landsraad when I can't be around?
The Steward of Brookshire would basically have the powers of the Duke when the Duke is not available, as well as being able to vote in the Landsraad on the Duke's behalf should he not be in a position to do so (LOA..etc)... The official term for that is Emissary... The Steward would also be in direct line of succession should I die.. abdicate, vanish.. go insane.. etc... On the military level the Steward would likely also act as Commander over all Brookshire forces if I was distracted being the Kaiser in a recwar...
But yes.. Opinions? This does mean I'd have to play favorites..hehe
