Regarding the treaty with Death

If a foreign nation were to come to us claiming to be Yardistan, or Elwynn, would we recognize them? Of course not. Yardistan and Elwynn are Shirerithian, and a foreign country that claimed them would be at best wrong and at worst our enemy until they abandoned such claims.
So it is with Death. Mors, God of Death, is first and foremost a god of Shireroth, and his regent on Micras is the Kaiser and no one else. Indeed, our Kaiser is Letifer, "Bringer of Death", and is of the bloodline of Mors himself.
To recognize this upstart's ridiculous claims would be a denial of some of Shireroth's most important ideals and myths.
Plus they say that they're "marginally active. I am mainly the only one posting, and usually it is some stupid decree. To be honest with you, it is a worthless micronation that is meant to be a joke". I can commend their honesty while still saying we shouldn't bother.
