Vote Set-up

I'm a lil confused to how votes are set up right now...
I'm going under the assumption that only Dukes and Barons can speak here. And that Dukes have the votes, and can give them to Barons.. (10 total per duchy... as per old system)
Is this correct? Perhaps we should recreate the vote distribution thread to keep track of this. And enforce the proper precedures for casting votes..
Subdivision Aye/Nay (#votes) or any variation there in. I think I saw some people already doing that...
Plus we need to know what nobles are actually here...
