Calling the Landsraad to Session (and the Praetor, too)

Be it known to all nobles that the Landsraad is now in session. Many items need to be discussed and voted on, and this country needs to adjust its course. The Honorable Praetor will please call the new session to order and officiate, or else he will be replaced.

The people who were given a vote in the Landsraad in Imperial Decree #244 are now finally able to actually speak in the Landsraad forum. I took the liberty of fixing that.
