It's up to Bill - he's the group admin. I can't force you into it, even with admin powers.

Under the user admin, I just see...

according to this page, and according to how it's been on other boards, I would expect that section to have other sub sections.

Because we are cursed with the Heirarchies mod, we change permissions (such as making mods and whatnot) differently. It's under Auths Center. Click Management, then click Forum, then either Manager (to change permissions of a single user to forums) or Object managed. (To change permissions of users in a particular forum)
To add regular admins, you need to be at least a main admin to do so, or be the leader of the regular admins. This is done in the usergroups panel, as it is just another usergroup. I can only do it for main admins, for a similar process.
