If I can just say this official notice:

Lemuria is holding off on deciding action until the Kaiser decrees Delphi's fate. What courses of action the Kaiser takes will decide if we wish to resume our treaty of friendship with Shireroth or assume a more aggressive stance towards you with Antica.

Our reasoning is that, while the Shirerithian government may not have been aware of and actively encouraging Delphi's activities, keeping an an unpunished member of that government when he has promised to continue spying and hacking Shirerithian allies is almost as bad and would be construed as condoning said activities.
