OK, but let me get something straight--I presume this is going to be predominantly a naval war, since Norfolk is an archepelago and I couldn't just attack it with infantry, correct?

I have a question--it's probably really stupid-- can I equip transports with weaponry? Or may I have a mix of naval and infantry forces? Because it seems really unfair for me just to have 25, 000 men riding on unarmed transports.

the light craft are usually unarmed, but the heavy transports can have machine guns, rail guns, and even mortars. no cannon, though.

Or you could have a couple of destroyers or something and consequently less troops.
